Bunun \u00fczerine g\u00f6zler Adalet Bakanl\u0131\u011f\u0131n\u0131n s\u00f6z konusu d\u00fczenlemeyle ilgili herhangi bir \u00e7al\u0131\u015fma yap\u0131p-yapmayaca\u011f\u0131na \u00e7evrildi. Bakanl\u0131k, Cumhurba\u015fkan\u0131 Erdo\u011fan\u2019\u0131n a\u00e7\u0131klamas\u0131n\u0131n ard\u0131ndan T\u00fcrkiye\u2019deki cezaevi idari yap\u0131s\u0131n\u0131 ve sistemini masaya yat\u0131r\u0131yor. FET\u00d6 kapsam\u0131nda Ceza ve Tevkif Evleri\u2019nde koruma memurlar\u0131n\u0131n KHK\u2019larla i\u015fine son verilmesinin ard\u0131ndan cezaevlerinin i\u00e7erisindeki g\u00fcvenlik tart\u0131\u015fmalar\u0131n\u0131 g\u00fcn y\u00fcz\u00fcne \u00e7\u0131kard\u0131. Cezaevlerinde asker ve polis k\u00f6kenli FET\u00d6 mensubunun herhangi bir kalk\u0131\u015fmada bulunmas\u0131 ihtimalini de de\u011ferlendirerek taslak haz\u0131rlayan Bakanl\u0131k, bu kapsamda bir g\u00fcvenlik konsepti olu\u015fturacak. Bu kapsamda Bakanl\u0131k, yeni bir taslak \u00e7al\u0131\u015fma yapmaya haz\u0131rlan\u0131yor. \u00c7al\u0131\u015fman\u0131n a\u011fustos ay\u0131nda tamamlanmas\u0131 bekleniyor. Bunun yan\u0131 s\u0131ra as\u0131l tart\u0131\u015fma konusu olan T\u00fcrkiye\u2019deki cezaevlerinde k\u0131yafet uygulamas\u0131 \u2018Amerikan tarz\u0131 idari ve g\u00fcvenlik konseptine mi d\u00f6n\u00fc\u015fecek? Yoksa \u015fuan mevcut uygulanan AB sistemi uygulamas\u0131 devam m\u0131 edecek?\u2019 sorusunu ak\u0131llara getirdi. E\u011fer Adalet Bakanl\u0131\u011f\u0131, Amerikan modeline ge\u00e7erse ter\u00f6r su\u00e7lar\u0131yla ilgili k\u0131yafet uygulamas\u0131na ili\u015fkin bir genelge yay\u0131nlamas\u0131 yeterli olacak. Ancak hukuk\u00e7ular, mevcut AB sistemiyle y\u00f6netilen idari yap\u0131da bunun s\u0131k\u0131nt\u0131 do\u011furabilece\u011fini iddia ediyor.<\/p>\n

AB VE ABD\u2019DE NASIL?<\/strong><\/p>\n

Amerika\u2019da Ful denetim kapsam\u0131nda tek tip k\u0131yafet mecburiyeti var. Y\u00fcz k\u0131zart\u0131c\u0131 su\u00e7lardan yarg\u0131lananlar pantolon, mevsime g\u00f6re de g\u00f6mlek veya ti\u015f\u00f6rt giyebiliyor. Katalog su\u00e7lar\u0131n yani h\u0131rs\u0131zl\u0131k, tecav\u00fcz, uyu\u015fturucu, adam yaralama gibi d\u0131\u015f\u0131nda kalan 7 y\u0131ldan uzun cezalarda ise \u00fczerinde seri numaras\u0131 olan mavi tulum giyebiliyor. Ter\u00f6r ve b\u00f6l\u00fcc\u00fc su\u00e7lardan yarg\u0131lananlar ise turuncu tulum giyiyor. AB cezaevi modelinde ise k\u0131yafet serbestisi var.
