Metin \u00d6zbask\u0131c\u0131 Samsun\u2019un \u00fcnl\u00fc Teneke Mahallesi\u2019nde do\u011fmu\u015f bir Roman. \u00d6zbask\u0131c\u0131 ilkokulu birincilik ile bitirdikten sonra s\u0131nav ba\u015far\u0131s\u0131 ile orta \u00f6\u011fretimini devlet paras\u0131z yat\u0131l\u0131 \u00f6\u011frencisi olarak Samsun 50. Y\u0131l Lisesinde tamamlad\u0131. 1985 y\u0131l\u0131nda Samsun Belediyesi Gelir M\u00fcd\u00fcrl\u00fc\u011f\u00fcnde tahakkuk memuru olarak memurluk hayat\u0131na ba\u015flad\u0131. Ba\u015far\u0131l\u0131, verimli ve disiplinli \u00e7al\u0131\u015fmas\u0131 nedeniyle d\u00f6rt kez kademe terfi \u00f6d\u00fcl\u00fc ve performans \u00f6d\u00fcl\u00fc ald\u0131 ve 12 Haziran1991 tarihinde A\u00d6F iktisat Fak\u00fcltesinde lisans e\u011fitimimi tamamlad\u0131.<\/p>\n\n\n\n

Daha sonra Samsun Belediyesinde pek \u00e7ok ba\u015far\u0131l\u0131 i\u015fe imza att\u0131. 2014 y\u0131l\u0131nda Samsun\u2019un B\u00fcy\u00fck\u015fehir Belediye Yasas\u0131 kapsam\u0131na al\u0131nmas\u0131 ile Destek Hizmetleri Daire Ba\u015fkanl\u0131\u011f\u0131na Destek Hizmetleri \u015eube M\u00fcd\u00fcr\u00fc olarak atand\u0131. Bu g\u00f6revinde de pek \u00e7ok yeni uygulamay\u0131 ve hizmeti hayata ge\u00e7irdi. Bir yandan da Roman sivil toplum hareketi i\u00e7erisinde yer ald\u0131 ve T\u00fcrkiye Roman Haklar\u0131 Forumu\u2019nun Samsun temsilcisi olarak g\u00f6rev yapt\u0131. Belediye i\u00e7erisinde kendisine verilen her g\u00f6revi y\u0131ll\u0131k izinlerini bile kullanma f\u0131rsat\u0131 bulamadan yerine getirdi.  \u00d6zbask\u0131c\u0131\u2019n\u0131n Roman oldu\u011funu herkes bildi\u011fi i\u00e7in \u00f6rnek bir \u00e7al\u0131\u015fan olmak i\u00e7in \u00e7ok \u00e7al\u0131\u015ft\u0131 ve dikkat etti. Yapaca\u011f\u0131 hata veya eksi\u011fin t\u00fcm Romanlara fatura edilece\u011finin fark\u0131ndayd\u0131.  <\/p>\n\n\n\n

\u00d6zbask\u0131c\u0131, Samsun B\u00fcy\u00fck\u015fehir Belediyesinde ba\u015far\u0131l\u0131 \u00e7al\u0131\u015fmalar\u0131na devam ederken bir g\u00fcn aniden ba\u015fkanl\u0131k taraf\u0131ndan kendisinden emekliye ayr\u0131lmas\u0131 istendi ve aksi halde resen emekliye sevk edilece\u011fi bildirildi. 18 y\u0131ll\u0131k \u015fube m\u00fcd\u00fcrl\u00fc\u011f\u00fc g\u00f6revinden sonra bu talep \u00d6zbask\u0131c\u0131\u2019da iki sebepten dolay\u0131 b\u00fcy\u00fck bir hayal k\u0131r\u0131kl\u0131\u011f\u0131 yaratt\u0131. Birincisi senelerdir yapt\u0131\u011f\u0131 ba\u015far\u0131l\u0131 \u00e7al\u0131\u015fmalardan dolay\u0131 asl\u0131nda terfi alarak bir daire ba\u015fkan\u0131 olmay\u0131 bekliyordu. \u0130kincisi ise rol model bir Roman\u2019d\u0131 ve T\u00fcrkiye\u2019deki ilk Roman daire ba\u015fkan\u0131 olan t\u00fcm Roman \u00e7ocuklar ve gen\u00e7ler i\u00e7in rol model olmay\u0131 bekliyordu.<\/p>\n\n\n\n

AKP haks\u0131zl\u0131\u011fa sessiz kald\u0131<\/strong><\/p>\n\n\n\n

\u00d6zbask\u0131c\u0131 bu durumu AKP \u0130zmir Roman Milletvekili Cemal Bekle ile payla\u015ft\u0131. AKP h\u00fck\u00fcmeti 2016 y\u0131l\u0131nda bir Ulusal Roman Strateji Belgesi yay\u0131nlamas\u0131na ve \u0130zmir\u2019den bir Roman milletvekili \u00e7\u0131karmas\u0131na ra\u011fmen \u00d6zbask\u0131c\u0131\u2019n\u0131n durumuna sessiz kald\u0131. \u00d6zbask\u0131c\u0131, AKP \u0130zmir Roman milletvekili Cemal Beklye\u2019ye ula\u015ft\u0131 ve konu ile ilgili bilgi verdi. Bekle, konu ile ilgilenece\u011fini ve bu duruma bir \u00e7\u00f6z\u00fcm getirece\u011fini s\u00f6ylemesine ra\u011fmen SBB\u2019nin \u00d6zbask\u0131c\u0131\u2019dan talebinde hi\u00e7bir de\u011fi\u015fiklik olmad\u0131.  29 Temmuz 2021 tarihinde hukuki kayna\u011f\u0131 olmadan resen emekli edilme karar\u0131 al\u0131nd\u0131 ve 30 Temmuz 2021 de bu karar \u00d6zbask\u0131c\u0131\u2019n\u0131n taraf\u0131na tebli\u011f edildi.  \u00d6zbask\u0131c\u0131 konu ile ilgili olarak kamuoyuna yay\u0131nlad\u0131\u011f\u0131 mektubunda, \u201cKimseye resen emekli oldu\u011fumu s\u00f6yleyemedim. \u00c7\u00fcnk\u00fc neden, ni\u00e7in sorular\u0131 her t\u00fcrl\u00fc karalamaya a\u00e7\u0131kt\u0131. Ve ben bir ROMAN\u2018\u0131m.\u201d \u0130fadelerini kulland\u0131.<\/p>\n\n\n\n

G\u00f6reve iade karar\u0131na s\u00fcrg\u00fcn ile y\u0131ld\u0131rma takti\u011fi<\/strong><\/p>\n\n\n\n

\u00d6zbask\u0131c\u0131 bu haks\u0131zl\u0131k kar\u015f\u0131s\u0131nda susmad\u0131 ve resen emeklilik karar\u0131n\u0131n iptali i\u00e7in dava a\u00e7t\u0131.  2022 May\u0131s ay\u0131nda mahkeme resen emeklilik karar\u0131n\u0131 iptal etti ve idarenin \u00d6zbask\u0131c\u0131\u2019n\u0131n \u00f6zl\u00fck ve mali haklar\u0131n\u0131 iade etmesine karar verdi. \u00d6zbask\u0131c\u0131 4 Temmuz’da tekrar \u015eube M\u00fcd\u00fcr\u00fc kadrosuna geri d\u00f6nd\u00fc.<\/p>\n\n\n\n

Bu muameleye tabii tutulan sadece \u00d6zbask\u0131c\u0131 de\u011fildi. Kendi gibi di\u011fer d\u00f6rt arkada\u015f\u0131 da resen emekliye ay\u0131r\u0131lm\u0131\u015ft\u0131 ve daha sonra ba\u015flayan dava s\u00fcreci sonunda da g\u00f6reve iade edildiler. G\u00f6reve iade kararlar\u0131ndan sonra SBB Meclisinde al\u0131nan bir kararla il\u00e7elerde de \u015fube m\u00fcd\u00fcrl\u00fckleri kurulmas\u0131 karar\u0131 verildi ve \u00d6zbask\u0131c\u0131 da evinden 130 km uzaktaki yeni kurulan Tar\u0131m Hizmetleri Daire Ba\u015fkanl\u0131\u011f\u0131 Vezirk\u00f6pr\u00fc \u015eube M\u00fcd\u00fcrl\u00fc\u011f\u00fcne \u015fube m\u00fcd\u00fcr\u00fc olarak atand\u0131. Bir binas\u0131 bile olmayan \u015fube m\u00fcd\u00fcrl\u00fc\u011f\u00fc i\u00e7in Vezirk\u00f6pr\u00fc \u0130tfaiye Daire Ba\u015fkanl\u0131\u011f\u0131 i\u00e7erisinde bir oda ayarland\u0131 ve \u00d6zbask\u0131c\u0131 s\u00f6zde bir g\u00f6reve atand\u0131.<\/p>\n\n\n\n

\u00d6rnek bir Roman\u2019\u0131 toplum \u00f6n\u00fcnden karalamak istediler<\/strong><\/p>\n\n\n\n

\u00d6zbask\u0131c\u0131 b\u00fct\u00fcn bu s\u00fcre\u00e7 ile ilgili gazetemize \u015fu a\u00e7\u0131klamalarda bulundu; \u201cBenim bu konuda en \u00e7ok k\u0131zd\u0131\u011f\u0131m nokta beni resen emekli edebilmek i\u00e7in mahkemede itibars\u0131zla\u015ft\u0131rmaya \u00e7al\u0131\u015fmalar\u0131 oldu. Ben bir Roman\u2019\u0131m ve toplumda \u00f6n plana \u00e7\u0131km\u0131\u015f az say\u0131da Roman\u2019dan biriyim. Romanlara kar\u015f\u0131 zaten toplumda ciddi \u00f6n yarg\u0131lar var. Bir de benim gibi d\u00fcr\u00fcst, \u00e7al\u0131\u015fkan ve \u00f6rnek olan bir Roman\u2019\u0131 karalayarak emekliye ay\u0131rmak istediler. \u0130\u015fte bunu hazmedemiyorum.\u201d<\/p>\n\n\n\n

Bu haks\u0131zl\u0131k t\u00fcm Romanlara yap\u0131lm\u0131\u015ft\u0131r<\/strong><\/p>\n\n\n\n

\u201cU\u011frad\u0131\u011f\u0131m haks\u0131zl\u0131k ile ilgili konu\u015ftu\u011fum herkes bunu tek ba\u015f\u0131na ba\u015faramazs\u0131n, Samsun\u2019daki Roman toplumu da bu i\u015fe dahil olmal\u0131 dediler. Maalesef Roman mahallelerindeki 150 \u00e7ocuk belediyeye ba\u011fl\u0131 olarak mevsimlik i\u015f\u00e7i olarak \u00e7al\u0131\u015f\u0131yor. Bu \u00e7ocuklar\u0131n aileleri buradan \u00f6nemli bir gelir elde ediyorlar. Bu geliri kaybetmekten korktuklar\u0131 i\u00e7in bu Roman aileler maalesef destek vermekten korkuyorlar. Dernek ba\u015fkanlar\u0131 da ayn\u0131 durumda. Romanlar\u0131n haklar\u0131n\u0131 savunacaklar\u0131 yerde maalesef otorite kar\u015f\u0131s\u0131nda susuyorlar. Roman toplumu olarak g\u00fcce ba\u011f\u0131ml\u0131y\u0131z, \u00f6zg\u00fcr de\u011filiz, ekonomik olarak \u00f6zg\u00fcr de\u011filiz ve insanlar\u0131n insaf\u0131na b\u0131rak\u0131lm\u0131\u015f durumday\u0131z. B\u00f6yle bir haks\u0131zl\u0131k kar\u015f\u0131s\u0131nda b\u00fct\u00fcn Roman toplumu kenetlenebilmeli. Bu olay s\u0131radan bir haks\u0131zl\u0131k gibi g\u00f6r\u00fcnse de, t\u00fcm Roman toplumuna kar\u015f\u0131 yap\u0131lm\u0131\u015f b\u00fcy\u00fck bir haks\u0131zl\u0131kt\u0131r \u00e7\u00fcnk\u00fc ben t\u00fcm Roman toplumu i\u00e7in bir rol modelim. \u201d<\/p>\n\n\n\n

AKP Roman politikalar\u0131n\u0131 uygulayam\u0131yor<\/strong><\/p>\n\n\n\n

\u00d6zbask\u0131c\u0131 a\u00e7\u0131klamalar\u0131na \u015f\u00f6yle devam etti; \u201cSon geli\u015fmeleri AKP \u0130zmir Roman Milletvekili Cemal Bekle ile payla\u015ft\u0131m fakat bir yan\u0131t alamad\u0131m. Roman haklar\u0131n\u0131 savunmak bir tarafa mevcut haklar\u0131m\u0131za sald\u0131r\u0131ya bile sustu, sessiz kald\u0131.  Ba\u015fkan, bu bizim tek Roman \u015eube M\u00fcd\u00fcr\u00fcm\u00fcz, bizim i\u00e7in \u00e7ok \u00f6nemli. Siz ne yap\u0131yorsunuz diyemedi. Bu ayr\u0131mc\u0131l\u0131\u011f\u0131 \u00f6rnek olarak Say\u0131n Cumhurba\u015fkan\u0131’na kadar g\u00f6t\u00fcrmesi gerekirdi. Asl\u0131nda beni daire ba\u015fkan\u0131 yaparak Romanlar i\u00e7in uygulamak istedikleri politikalar\u0131 uygulad\u0131klar\u0131n\u0131 ve Romanlar konusunda samimi olduklar\u0131n\u0131 g\u00f6sterebilirlerdi. Maalesef benim u\u011frad\u0131\u011f\u0131m haks\u0131zl\u0131k, T\u00fcrkiye’deki demokrasi ve insan haklar\u0131 ad\u0131na ve AKP ad\u0131na tarihi bir f\u0131rsat\u0131 ka\u00e7\u0131rmaya sebep oldu. <\/p>\n\n\n\n

Ben Cemal Bekle kadar AKP\u2019li, \u00d6zcan Pur\u00e7u kadar CHP\u2019liyim. Benim derdim. Roman hareketinin ba\u015far\u0131s\u0131d\u0131r, Bu kadar yokluk yoksulluk ve ayr\u0131mc\u0131l\u0131\u011f\u0131n i\u00e7inde ya\u015fayan karde\u015flerim varken kimseyi alk\u0131\u015flayamam. Romanlar i\u00e7in, hak hukuk i\u00e7in her t\u00fcrl\u00fc ele\u015ftiri ve yorumu yapar fikrimi payla\u015f\u0131r\u0131m.
