T\u00fcrkiye\u2019nin bir deprem \u00fclkesi olmas\u0131na, topraklar\u0131 sanayisi ve barajlar\u0131n\u0131n aktif deprem ku\u015faklar\u0131 \u00fczerinde yer almas\u0131na ve deprem konusunun m\u00fchendislik, mimarl\u0131k, \u015fehir planc\u0131l\u0131\u011f\u0131 ile ba\u011flant\u0131l\u0131 olmas\u0131na kar\u015f\u0131n bu disiplinler rant \u00e7\u0131karlar\u0131 i\u00e7in d\u0131\u015flanmaktad\u0131r.&#8221; dedi.<\/p>\n\n\n\n<p>Yener s\u00f6zlerine \u015f\u00f6yle devam etti; 1999 Marmara-D\u00fczce depremleri sonras\u0131 yap\u0131lan yap\u0131 denetimi d\u00fczenlemelerinde meslek odalar\u0131n\u0131n \u00f6nerileri dikkate al\u0131nmayarak denetim ticarile\u015ftirilmi\u015f, Yap\u0131 Denetim Kanunu\u2019nun kapsam\u0131 daralt\u0131lm\u0131\u015f, kamu yap\u0131lar\u0131 denetim d\u0131\u015f\u0131 tutulmu\u015f; TMMOB\u2019ye ba\u011fl\u0131 Odalar\u0131n mevzuatla tan\u0131nm\u0131\u015f g\u00f6revleri i\u00e7indeki mesleki yeterlilik, e\u011fitim, belgelendirme, denetleme gereklilikleri d\u0131\u015flanm\u0131\u015f ve y\u0131k\u0131mlara yol a\u00e7an denetimsizli\u011fe yol verilmi\u015ftir.<\/p>\n\n\n\n<p>Yap\u0131 tasar\u0131m\u0131, yer se\u00e7imi, yap\u0131 \u00fcretimi ve denetiminde ne yaz\u0131k ki bilimsel ve b\u00fct\u00fcnl\u00fckl\u00fc bir d\u00fczen yoktur. Sorunlu dolgu alanlar\u0131, dere yataklar\u0131, k\u0131y\u0131lar ve depremlerde toplanma yerleri olan alanlar\u0131n imara a\u00e7\u0131lmas\u0131, yanl\u0131\u015f kentsel d\u00f6n\u00fc\u015f\u00fcm uygulamalar\u0131, rant eksenli projeler, su yataklar\u0131 ile ye\u015fil alanlar aras\u0131ndaki ba\u011flar\u0131n kopar\u0131lmas\u0131, sel-su bask\u0131nlar\u0131n\u0131n art\u0131\u015f\u0131, \u0131s\u0131 adalar\u0131n\u0131n olu\u015fmas\u0131, depremlere dayan\u0131kl\u0131 yap\u0131 stokunu art\u0131rma gereklili\u011fini g\u00f6zetmeksizin yap\u0131lan imar aflar\u0131 ve depremle ilgili kurum ve kurulu\u015flar\u0131n liyakat d\u0131\u015f\u0131 zafiyetli yap\u0131lanmalar\u0131, \u00fclkemizin deprem ger\u00e7eklerini ortaya sermektedir.<\/p>\n\n\n\n<p>Bu ger\u00e7eklerden ve Odam\u0131z\u0131n uzmanl\u0131k alanlar\u0131ndan hareketle kamusal sorumlulukla yap\u0131lmas\u0131 gerekenleri \u00f6zetle belirtmek isteriz:<\/p>\n\n\n\n<ul>\n<li>Depremlere kar\u015f\u0131 \u00f6nlemler b\u00fct\u00fcnl\u00fc\u011f\u00fcn\u00fc, g\u00fcvenli yap\u0131la\u015fmay\u0131, halk\u0131n sa\u011fl\u0131kl\u0131 ya\u015fam ve do\u011fal \u00e7evre hakk\u0131 ile kamusal denetimi yok sayan piyasac\u0131 rant\u00e7\u0131 yakla\u015f\u0131m\u0131n reddedilmesi gereklidir. <\/li>\n\n\n\n<li>Depremle ilgili b\u00fct\u00fcn kurum ve kurulu\u015flar, ilgili Meslek Odalar\u0131 ve bilim \u00e7evreleriyle ili\u015fkilendirilerek yeniden ve liyakat-uzmanl\u0131k temelinde yeniden yap\u0131land\u0131r\u0131lmal\u0131d\u0131r.<\/li>\n\n\n\n<li>Bir daha asla imar aff\u0131\/bar\u0131\u015f\u0131 yap\u0131lmamal\u0131d\u0131r. <\/li>\n\n\n\n<li>Yap\u0131 denetimi uygulamas\u0131n\u0131 y\u00f6nlendiren kararlar ilgili b\u00fct\u00fcn kurum ve kurulu\u015flar\u0131n kat\u0131l\u0131m\u0131yla olu\u015fturulmal\u0131; imar, yap\u0131, d\u00f6n\u00fc\u015f\u00fcm, yap\u0131 denetim ve afet yasalar\u0131 TMMOB ve ilgili Odalar, \u00fcniversiteler ve ilgili kesimlerin kat\u0131l\u0131m\u0131yla d\u00fczenlenmeli; bu kurulu\u015flar mevzuat s\u00fcre\u00e7lerinin asli unsurlar\u0131 olarak tan\u0131nmal\u0131, \u00fcyelerinin e\u011fitim ve belgelendirilmesi Odalar\u0131nca yap\u0131lmal\u0131d\u0131r.<\/li>\n\n\n\n<li>Yap\u0131 Denetim Kanunu\u2019nun ticari yap\u0131 denetim \u015firketi modeli yerine uzmanl\u0131k ve etik niteliklere sahip yap\u0131 denet\u00e7ilerinin etkinli\u011fini ve Meslek Odalar\u0131n\u0131n s\u00fcrece etkin kat\u0131l\u0131m\u0131n\u0131 sa\u011flayacak yeni bir planlama, tasar\u0131m, \u00fcretim ve denetim s\u00fcreci modeli benimsenmelidir.<\/li>\n\n\n\n<li>Konut, sanayi, enerji, ula\u015f\u0131m vb. bir\u00e7ok alanla ba\u011flant\u0131l\u0131 tesisat\/mekanik tesisat sistemlerinin depremler ve di\u011fer afetlerde ta\u015f\u0131d\u0131\u011f\u0131 \u00f6nem itibar\u0131yla bina ve do\u011fal eki mekanik tesisat\u0131n\u0131n tasar\u0131m, \u00fcretim ve bak\u0131m\u0131n\u0131n denetimi Makina M\u00fchendisleri Odas\u0131 taraf\u0131ndan belgelendirilmi\u015f konunun uzman\u0131 m\u00fchendisler olmal\u0131, bu husus b\u00fct\u00fcn yasal d\u00fczenlemeler ve Yap\u0131 Denetimi Kanunu\u2019nda yer almal\u0131d\u0131r.<\/li>\n\n\n\n<li>End\u00fcstriyel tesislerin g\u00fcvenlik ve birbirlerine yak\u0131nl\u0131k-uzakl\u0131k mesafelerine dair gerekli \u00e7al\u0131\u015fmalar yap\u0131larak standartlar ve uyulmas\u0131 gereken ko\u015fullar imar mevzuat\u0131na
