D\u00f6nem 1. ve 2. Yasama Y\u0131l\u0131 De\u011ferlendirme Toplant\u0131s\u0131\u201dnda konu\u015ftu. Yeni anayasa vurgusu yapan Kurtulmu\u015f, &#8220;T\u00fcrkiye&#8217;nin ger\u00e7eklerine uygun, milletimizin ihtiya\u00e7lar\u0131na y\u00f6nelik yeni bir anayasa yap\u0131lmas\u0131 zorunludur.&#8221; dedi.<\/p>\n\n\n\n<p><br \/>T\u00fcrkiye&#8217;de sadece bir ya da birka\u00e7 partinin de\u011fil, b\u00fct\u00fcn toplumun anayasas\u0131 olarak kabul edilebilecek bir &#8220;millet s\u00f6zle\u015fmesine&#8221; ihtiya\u00e7 oldu\u011funu vurgulayan Kurtulmu\u015f, bu \u00e7al\u0131\u015fmalarda b\u00fct\u00fcn siyasi partilerden iyi niyetli bir yakla\u015f\u0131m i\u00e7erisinde olmalar\u0131n\u0131 diledi.<\/p>\n\n\n\n<p><br \/>TBMM Ba\u015fkan\u0131 Kurtulmu\u015f, &#8220;Sivil, demokrat, kat\u0131l\u0131mc\u0131, g\u00fc\u00e7ler ayr\u0131m\u0131 prensibini b\u00fct\u00fcn\u00fcyle benimsemi\u015f, T\u00fcrkiye&#8217;nin ger\u00e7eklerine uygun ve milletimizin ihtiya\u00e7lar\u0131n\u0131 kar\u015f\u0131layacak bir anayasa \u00e7al\u0131\u015fmas\u0131n\u0131n yap\u0131lmas\u0131 zorunludur&#8221;<\/p>\n\n\n\n<p><\/p>\n\n\n\n<p>&#8220;&#8216;TBMM bir anayasa yapamaz&#8217; g\u00f6r\u00fc\u015f\u00fc d\u0131\u015f\u0131ndaki b\u00fct\u00fcn g\u00f6r\u00fc\u015fleri biz dinleriz. TBMM, anayasa yapma yetkisine de g\u00fcc\u00fcne de sahiptir. &#8216;TBMM&#8217;nin b\u00f6yle bir yetkisi yoktur&#8217; diyenler, demokrasiyi \u00f6z\u00fcmsememi\u015f olan kesimlerdir&#8221; dedi.<\/p>\n\n\n\n<p><\/p>\n\n\n\n<p>Kurtulmu\u015f, &#8221;\u015fimdiye kadar Anayasa&#8217;n\u0131n i\u00e7eri\u011fiyle ilgili hi\u00e7bir tart\u0131\u015fman\u0131n i\u00e7inde olmad\u0131k, sadece y\u00f6nteme ili\u015fkin, partilerin tamam\u0131n\u0131n kat\u0131ld\u0131\u011f\u0131, kat\u0131l\u0131mc\u0131 ve b\u00fct\u00fcn T\u00fcrkiye&#8217;yi kapsayan ku\u015fat\u0131c\u0131 bir anayasan\u0131n yap\u0131lmas\u0131 gerekti\u011fi \u00fczerinde durduk. Bu \u00e7er\u00e7evede ilk 4 madde konusunda T\u00fcrkiye&#8217;de parlamentoda temsil edilen partilerimizin hemen hemen tamam\u0131na yak\u0131n\u0131n\u0131n herhangi bir iddias\u0131n\u0131n, teklifinin ya da bir sorununun olmad\u0131\u011f\u0131, bundan dolay\u0131 ilk 4 madde hakk\u0131nda yap\u0131lacak herhangi bir tart\u0131\u015fman\u0131n sadece l\u00fczumsuz gerilimlere ve zaman kayb\u0131na neden olaca\u011f\u0131n\u0131 ifade etmek isterim. Anayasa tart\u0131\u015fmalar\u0131n\u0131n \u015feffaf bir zemin i\u00e7erisinde yap\u0131lmas\u0131 herhalde en hayati hususlardan birisidir.<\/p>\n\n\n\n<p><br \/>&#8220;&#8216;Meclis Ba\u015fkan\u0131&#8217;n\u0131n elinde bir anayasa haz\u0131rl\u0131\u011f\u0131 var ve bu anayasa haz\u0131rl\u0131\u011f\u0131n\u0131 di\u011fer partilere empoze ediyor&#8217; fikri de k\u00fclliyen yanl\u0131\u015f bir fikirdir. Meclis Ba\u015fkan\u0131&#8217;n\u0131n elinde \u00fczerinde konu\u015fulmu\u015f bir madde bile yoktur. Biz sadece bu s\u00fcrecin \u015feffaf ve a\u00e7\u0131k bir \u015fekilde y\u00f6netilmesinden kendimizi sorumlu tutuyor ve bu hususta gayret sarf etmeye \u00e7al\u0131\u015f\u0131yoruz&#8221; dedi.<\/p>\n\n\n\n<p><br \/>Kurtulmu\u015f, AYM&#8217;nin &#8220;milletvekilli\u011finin d\u00fc\u015f\u00fcr\u00fclmesi yok h\u00fckm\u00fcnde&#8221; karar\u0131 verdi\u011fi Can Atalay&#8217;\u0131n durumuna ili\u015fkin soru \u00fczerine, &#8220;Meselenin bundan sonraki k\u0131sm\u0131 tamamen hukuki s\u00fcre\u00e7lerle ilgilidir.
