Birinci kitab\u0131nda makro bir bak\u0131\u015f a\u00e7\u0131s\u0131yla olaylar\u0131 ele al\u0131rken bu sefer olaylar\u0131 mikro d\u00fczeyde ele al\u0131yor. \u0130kinci kitab\u0131 Mersin\u2019den T\u00fcrkiye\u2019ye Notlar ile ilgili yapt\u0131\u011f\u0131m\u0131z r\u00f6portaj\u0131 sizlere sunuyoruz.<\/p>\n\n\n\n<p><strong>Soru:<\/strong> \u0130lk kitab\u0131n\u0131z \u0130\u015f \u0130nsan\u0131 G\u00f6z\u00fcyle Ekonomi Demokrasi Siyaset okurlar\u0131 taraf\u0131ndan olduk\u00e7a be\u011fenildi ve Cumhuriyet tarihine y\u00f6nelik olarak \u00f6nemli bir ara\u015ft\u0131rma ve ele\u015ftiri olarak de\u011ferlendirildi. \u015eimdi ikinci kitab\u0131n\u0131z Mersin&#8217;den T\u00fcrkiye&#8217;ye Notlar&nbsp; yay\u0131nland\u0131. Bu kitab\u0131n ortaya \u00e7\u0131k\u0131\u015f\u0131n\u0131 ve&nbsp; hikayesini okurlar\u0131n\u0131z i\u00e7in biraz anlat\u0131r m\u0131s\u0131n\u0131z?<\/p>\n\n\n\n<p><strong>G\u00fcler:<\/strong> Birinci kitapta genel anlam\u0131yla siyaset, ekonomi ve demokrasi aras\u0131ndaki ili\u015fkiyi T\u00fcrkiye&#8217;nin 100 y\u0131ll\u0131k tarihi \u00fczerinden anlatmaya \u00e7al\u0131\u015fm\u0131\u015ft\u0131m. Bu ikinci kitapta ise spesifik konular \u00fczerinden; sekt\u00f6r ve sorunlar baz\u0131nda; tar\u0131m, turizm, lojistik, liman vb. sorunlar baz\u0131nda; spesifik olaylar \u00fczerinden tart\u0131\u015farak bunlar\u0131n bug\u00fcne kadar neden olmad\u0131\u011f\u0131n\u0131, neden olmas\u0131 gerekti\u011fini, buna ra\u011fmen neden bug\u00fcne kadar olamad\u0131klar\u0131n\u0131n \u00fczerine tart\u0131\u015fma a\u00e7arak de\u015fmeye \u00e7al\u0131\u015ft\u0131m. Bu kitap bu ba\u011flamda birinci kitapla \u00e7ok ba\u011flant\u0131l\u0131d\u0131r.<\/p>\n\n\n\n<p><strong>Soru<\/strong>: Hep bunu vurguluyorsunuz; ekonomi, demokrasi ve siyaset ili\u015fkisi. \u0130lk kitapta da, ikinci kitapta da&#8230; Siz bu konuyu y\u0131llard\u0131r hem kitab\u0131n\u0131zla hem de her platformda yapt\u0131\u011f\u0131n\u0131z konu\u015fmalar ile anlatmaya \u00e7al\u0131\u015f\u0131yorsunuz. G\u00fcn\u00fcm\u00fczde bu konunun t\u00fcm ulusal kanallarda ve platformlarda tart\u0131\u015f\u0131ld\u0131\u011f\u0131n\u0131 ve \u00f6ng\u00f6r\u00fclerinizin ger\u00e7ekle\u015fti\u011fini g\u00f6r\u00fcyoruz. Bu ili\u015fkinin \u00f6neminden tekrar biraz bahseder misiniz?<\/p>\n\n\n\n<p><strong>G\u00fcler: <\/strong>Bizim s\u0131k s\u0131k vurgulad\u0131\u011f\u0131m\u0131z ekonomi ile demokrasi aras\u0131nda ayr\u0131lmaz bir ikili ili\u015fki vard\u0131r. Bunlar tavuk yumurta misali birbirini \u00fcreten s\u00fcre\u00e7lerdir. Yani demokrasi olmadan ekonomi b\u00fcy\u00fcm\u00fcyor. \u00c7\u00fcnk\u00fc yarg\u0131 ba\u011f\u0131ms\u0131zl\u0131\u011f\u0131 dedi\u011fimiz hukukun \u00fcst\u00fcnl\u00fc\u011f\u00fc t\u00fcm i\u015f insanlar\u0131n\u0131n, insanlar\u0131n g\u00fcvencesidir. \u00c7\u00fcnk\u00fc bu anlamda ad\u0131m atan her insan bir risk al\u0131yor. Ticaret \u00f6zellikle bunu \u00e7ok gerektiren, yarg\u0131n\u0131n ba\u011f\u0131ms\u0131zl\u0131\u011f\u0131na \u00e7ok ihtiya\u00e7 duyan bir aland\u0131r. Kendi evindeki paras\u0131n\u0131, mal\u0131n\u0131 al\u0131p bir ba\u015fkas\u0131na transfer ederken bunun geri d\u00f6n\u00fcp d\u00f6nmemesi meselesi me\u00e7huld\u00fcr. Ancak bunun garantisi hukuktur, yarg\u0131d\u0131r, yarg\u0131n\u0131n ba\u011f\u0131ms\u0131zl\u0131\u011f\u0131d\u0131r. \u0130li\u015fki bunun \u00fczerine kuruludur.<\/p>\n\n\n\n<p>Uluslararas\u0131 ili\u015fkide de yarg\u0131n\u0131n ne h\u00e2lde oldu\u011fu, ba\u011f\u0131ms\u0131z olup olmad\u0131\u011f\u0131 meselesi \u00fczerine tart\u0131\u015farak ticari ili\u015fkiler geli\u015fir. Kalk\u0131p da bug\u00fcn hi\u00e7birimiz \u0130ran&#8217;la bir ticari ili\u015fki kurmakta&nbsp; g\u00f6n\u00fcll\u00fc davranmay\u0131z veyahut da Suudi Arabistan&#8217;la bir ili\u015fki kurmay\u0131z. Bunlar\u0131n her ikisi de&nbsp; petrol, do\u011fal gaz y\u00f6n\u00fcnden zengin, al\u0131m g\u00fc\u00e7leri y\u00fcksek olmalar\u0131na ra\u011fmen buradaki yarg\u0131 ba\u011f\u0131ms\u0131zl\u0131\u011f\u0131n\u0131n tart\u0131\u015f\u0131l\u0131r olmas\u0131, buran\u0131n ticaretinin \u00f6n\u00fcndeki en b\u00fcy\u00fck engeldir. Yani bir sorun do\u011fdu\u011fu zaman gitti\u011fimizde bizim hakk\u0131m\u0131z\u0131, hukukumuzu koruyan bir yarg\u0131 sistemi var m\u0131, yok mu meselesine bakar\u0131z.<\/p>\n\n\n\n<p>Bu anlam\u0131yla yarg\u0131, yurtta\u015fla yurtta\u015f aras\u0131nda ve devletle yurtta\u015f aras\u0131ndaki ili\u015fkinin d\u00fczenleyicisi, temel g\u00fcvencesidir. Cumhuriyet\u2019in \u00fczerinden 100 y\u0131l ge\u00e7mesine ra\u011fmen geli\u015fmekte olan \u00fclke konumundan \u00e7\u0131kamad\u0131k bir t\u00fcrl\u00fc. \u00c7\u0131kamam\u0131z\u0131n en \u00f6nemli sorunu bu kuvvetler ayr\u0131l\u0131\u011f\u0131 denen g\u00fc\u00e7ler ayr\u0131l\u0131\u011f\u0131n\u0131n, yani yasama, y\u00fcr\u00fctme ve yarg\u0131n\u0131n ba\u011f\u0131ms\u0131z hareket edememesidir. Demokrasinin anahtar\u0131 buradad\u0131r. Bunu ger\u00e7ekle\u015ftirmedi\u011finiz s\u00fcrece de otokrasi \u00e7\u0131kar ortaya.<\/p>\n\n\n\n<p>Yani, yarg\u0131n\u0131n h\u00fckm\u00fcn\u00fcn s\u00f6nd\u00fcr\u00fcld\u00fc\u011f\u00fc yerde tek ki\u015finin veyahut da bir kurumun h\u00fck\u00fcmranl\u0131\u011f\u0131, s\u00f6z sahibi oldu\u011fu mutlak monar\u015fiye varan bir devlet modeli ortaya \u00e7\u0131kar ki bu yurtta\u015f g\u00fcvencesinin veyahut da tacirin g\u00fcvencesini tehdit eden \u00f6nemli bir olayd\u0131r. Bu anlam\u0131yla i\u015fte&nbsp; yarg\u0131 ba\u011f\u0131ms\u0131zl\u0131\u011f\u0131 ve hukukun \u00fcst\u00fcnl\u00fc\u011f\u00fc olmadan ekonomi b\u00fcy\u00fcmez. \u00c7\u00fcnk\u00fc g\u00fcvenin olmad\u0131\u011f\u0131 bir ortamda yat\u0131r\u0131m olmaz.<\/p>\n\n\n\n<p>\u0130\u015fte bug\u00fcn hukukun \u00fcst\u00fcnl\u00fc\u011f\u00fc tart\u0131\u015f\u0131l\u0131r hale geldikten sonra yerel sermayemizin \u00e7ok \u00f6nemli bir b\u00f6l\u00fcm\u00fc yurt d\u0131\u015f\u0131na ka\u00e7maktad\u0131r. Bug\u00fcn pek \u00e7ok insan\u0131m\u0131z yurt d\u0131\u015f\u0131ndan gayri-menkul sat\u0131n almaktad\u0131r. T\u00fcrkiye\u2019de konut sekt\u00f6r\u00fc krizdeyken bug\u00fcn 2025 y\u0131l\u0131n\u0131n sadece \u015fu 4 ay\u0131 i\u00e7erisinde yabanc\u0131 konuta yap\u0131lan yat\u0131r\u0131m 13 milyar dolar. Bu T\u00fcrkiye&#8217;den transfer edilen para, ola\u011fan\u00fcst\u00fc bir parad\u0131r. Bunun temel nedeni yurt i\u00e7indeki tacirlerin gelece\u011fe ili\u015fkin duydu\u011fu kayg\u0131lar kar\u015f\u0131s\u0131nda&nbsp; demokrasinin oldu\u011fu \u00fclkelerde kendine g\u00fcvence arama meselesidir. B\u00f6ylesine g\u00fc\u00e7l\u00fc sermaye transferleri ekonominin k\u00fc\u00e7\u00fclmesine, \u00fclkenin yoksulla\u015fmas\u0131na ve i\u015fsizli\u011fin b\u00fcy\u00fcmesine neden oluyor.<\/p>\n\n\n\n<p>Bunun i\u00e7in deriz ki, demokrasi olmadan istenen toplum refah\u0131n\u0131 sa\u011flayacak ekonomik b\u00fcy\u00fcme olmaz, yat\u0131r\u0131m olmaz; her \u015fey minimum seviyede y\u00fcr\u00fcr, altlarda y\u00fcr\u00fcr. Ekonomi b\u00fcy\u00fcmedik\u00e7e de demokrasi yerle\u015fmez. Yani insanlar\u0131n demokratik olarak bir tak\u0131m hak ve \u00f6zg\u00fcrl\u00fcklerini kullanmas\u0131 ancak bir ekonomik g\u00fcce eri\u015ftikten sonra ve birey kendi ihtiya\u00e7lar\u0131n\u0131 kar\u015f\u0131lad\u0131ktan sonra ba\u015flar. Mesela anayasada yaz\u0131l\u0131; seyahat \u00f6zg\u00fcrl\u00fc\u011f\u00fc vard\u0131r ama vatanda\u015f\u0131n paras\u0131 yoksa bu \u00f6zg\u00fcrl\u00fc\u011f\u00fc ger\u00e7ekle\u015ftirme \u015fans\u0131 yok.&nbsp; \u0130\u015fte e\u011fitim hakk\u0131 var ama vatanda\u015f mevcut ko\u015fullarda belli bir ekonomik g\u00fc\u00e7le bu e\u011fitim hakk\u0131n\u0131 ger\u00e7ekle\u015ftirebilir.<\/p>\n\n\n\n<p><strong>Soru<\/strong>: Bu kitab\u0131n\u0131zda Mersin ve T\u00fcrkiye\u2019nin belli ba\u015fl\u0131 sorunlar\u0131 ile ilgili tespitler yap\u0131p \u00e7\u00f6z\u00fcm \u00f6nerileri getiriyorsunuz. Bunu etkili bi\u00e7imde kullanarak buna ili\u015fkin olarak yazd\u0131\u011f\u0131m\u0131z yaz\u0131lar var. Bunun \u00f6nem ve \u00f6nceli\u011fini anlat\u0131yoruz.<\/p>\n\n\n\n<p>Yerel y\u00f6netimler ise dinamik olarak&nbsp; kentin ekonomik ve sosyal sorunlar\u0131n\u0131n \u00e7\u00f6z\u00fcm\u00fc konusunda rol almazsa kent ilerlemez. \u00c7\u00fcnk\u00fc bu kentin en \u00f6nemli ki\u015fisi, \u00f6gesi b\u00fcy\u00fck\u015fehirdir. B\u00fcy\u00fck\u015fehirin rol almas\u0131 laz\u0131m. Belediyelerin klasik hizmetlerden art\u0131k kurtulmas\u0131 laz\u0131m. Asfalt, kald\u0131r\u0131mlar, \u00e7\u00f6p kald\u0131rma gibi i\u015flerle hala u\u011fra\u015fmak laz\u0131m ama a\u011f\u0131rl\u0131kla bunlarla u\u011fra\u015fmak yeni d\u00f6nem belediyecilikle \u00e7ok uyu\u015fan bir durum de\u011fil. Yeni nesil belediyecilik diyoruz; yeni nesil belediyecilik kentin ekonomik potansiyelini y\u00fckseltilmesi konusunda rol al\u0131nmas\u0131 gereken bir modeldir.<\/p>\n\n\n\n<p>Evet, bunlardan biri Tunceli Belediyesiydi. Orada s\u0131ra d\u0131\u015f\u0131 bir prototip vard\u0131; Kom\u00fcnist Ba\u015fkan lakapl\u0131 Ba\u015fkan Ma\u00e7o\u011flu.Yerel y\u00f6netimlerde as\u0131l mesele bu modeli anlamak, onu \u00f6vmek de\u011fil. Ba\u015fkan\u0131n yaratt\u0131\u011f\u0131 prototip T\u00fcrkiye\u2019ye \u00f6rnek olabilecek bir prototipti. T\u00fcrkiye yerel y\u00f6netimine \u00f6rnek olacak bir prototipin T\u00fcrkiye aktar\u0131lmas\u0131, tan\u0131t\u0131lmas\u0131 da gerekiyordu.
