Baz\u0131 Kanunlarda ve 375 Say\u0131l\u0131 Kanun H\u00fckm\u00fcnde Kararnamede De\u011fi\u015fiklik Yap\u0131lmas\u0131na Dair Kanun Teklifi&#8217;nin g\u00f6r\u00fc\u015fmeleri tamamland\u0131. Teklifin 6, 12, 13, 14 ve 17. maddeleri kanun teklifi metninden \u00e7\u0131kart\u0131l\u0131rken di\u011fer maddeler yasala\u015ft\u0131.<\/p>\n\n\n\n<p>Buna g\u00f6re, korgeneral ve koramiralli\u011fe y\u00fckselebilmek i\u00e7in kuvvet harp enstit\u00fcleri komuta ve kurmay \u00f6\u011frenimini ba\u015far\u0131yla tamamlayan muharip s\u0131n\u0131f\u0131 general veya amiral olmak \u015fart\u0131 aranacak. Hizmet ve g\u00f6rev ihtiyac\u0131 sebebiyle bulunduklar\u0131 r\u00fctbede hizmete devam etmelerinde zaruret g\u00f6r\u00fclen muharip ve yard\u0131mc\u0131 s\u0131n\u0131f general ve amirallerden her y\u0131l en fazla 60 general ve amiral, terfi i\u00e7in yap\u0131lan yeterlik s\u0131ralamas\u0131nda y\u0131ll\u0131k kontenjana g\u00f6re yeterlik notu bir \u00fcst r\u00fctbeye y\u00fckseltilenlerden sonra gelmek \u015fart\u0131yla Genelkurmay Ba\u015fkanl\u0131\u011f\u0131n\u0131n g\u00f6r\u00fc\u015f\u00fc al\u0131narak Milli Savunma Bakan\u0131n\u0131n teklifi \u00fczerine Y\u00fcksek Askeri \u015euran\u0131n \u00fc\u00e7te iki \u00e7o\u011funlu\u011funun karar\u0131 ile bir y\u0131l daha ayn\u0131 r\u00fctbede hizmete devam edebilecek.<\/p>\n\n\n\n<p>Zaruri hallerde hizmetin gereklerine g\u00f6re Genelkurmay Ba\u015fkanl\u0131\u011f\u0131n\u0131n g\u00f6r\u00fc\u015f\u00fc al\u0131narak Milli Savunma Bakan\u0131n\u0131n teklifi \u00fczerine Y\u00fcksek Askeri \u015eura&#8217;n\u0131n karar\u0131 ile hizmete devam ettirilen general ve amiral say\u0131s\u0131 75&#8217;e kadar art\u0131r\u0131labilecek.<\/p>\n\n\n\n<p>Kuvvet Komutanl\u0131\u011f\u0131na atanan orgeneral-oramirallerin ya\u015f haddi 67&#8217;ye y\u00fckseltilecek. Kuvvet komutanlar\u0131 ile orgeneral-oramirallerin ya\u015f haddini birer y\u0131ll\u0131k s\u00fcre ile 72 ya\u015f\u0131na kadar uzatmaya y\u00f6nelik Cumhurba\u015fkan\u0131na yetki verilecek.<\/p>\n\n\n\n<p><strong>&#8220;\u00d6zel B\u00fct\u00e7eli Di\u011fer \u0130dareler&#8221; b\u00f6l\u00fcm\u00fcne ekleme<\/strong><\/p>\n\n\n\n<p>Do\u011fa Koruma ve Milli Parklar Genel M\u00fcd\u00fcrl\u00fc\u011f\u00fc, 175 say\u0131l\u0131 Baz\u0131 Cumhurba\u015fkanl\u0131\u011f\u0131 Kararnamelerinde De\u011fi\u015fiklik Yap\u0131lmas\u0131 Hakk\u0131nda Cumhurba\u015fkanl\u0131\u011f\u0131 Kararnamesi ile \u00f6zel b\u00fct\u00e7eli bir kamu idaresi olarak te\u015fkilatland\u0131r\u0131ld\u0131\u011f\u0131 i\u00e7in Kamu Mali Y\u00f6netimi ve Kontrol Kanunu&#8217;nda de\u011fi\u015fikli\u011fe gidiliyor. Buna g\u00f6re, Kanun&#8217;un ek 2 say\u0131l\u0131 cetvelinin &#8220;\u00d6zel B\u00fct\u00e7eli Di\u011fer \u0130dareler&#8221; b\u00f6l\u00fcm\u00fcne &#8220;Do\u011fa Koruma ve Milli Parklar Genel M\u00fcd\u00fcrl\u00fc\u011f\u00fc&#8221; de ekleniyor.<br \/>Buna g\u00f6re, AB ve uluslararas\u0131 kurulu\u015flardan proje kar\u015f\u0131l\u0131\u011f\u0131 gelen hibe niteli\u011findeki kaynaklar, ilgili idarelerin b\u00fct\u00e7elerine gelir yaz\u0131lmaks\u0131z\u0131n \u00f6zel hesaplarda izlenecek. Bu i\u015flemlerle ilgili muhasebe ve uygulama esaslar\u0131 Hazine ve Maliye Bakanl\u0131\u011f\u0131 taraf\u0131ndan belirlenecek.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">\u0130\u015f Kanunu&#8217;nda de\u011fi\u015fiklik<\/h3>\n\n\n\n<p>\u0130\u015f Kanunu&#8217;nun &#8220;Engelli ve eski h\u00fck\u00fcml\u00fc \u00e7al\u0131\u015ft\u0131rma zorunlulu\u011funa ayk\u0131r\u0131l\u0131k&#8221; ve &#8220;\u0130\u015f ve i\u015f\u00e7i bulma h\u00fck\u00fcmlerine ayk\u0131r\u0131l\u0131k&#8221; ba\u015fl\u0131kl\u0131 h\u00fck\u00fcmleri uyar\u0131nca birden fazla ilde i\u015f yeri bulunan i\u015fverenlere uygulanacak idari para cezas\u0131, i\u015f yerlerinin merkezinin bulundu\u011fu yerdeki \u00c7al\u0131\u015fma ve \u0130\u015f Kurumu \u0130l M\u00fcd\u00fcr\u00fcnce verilecek. Uygulanan idari para cezalar\u0131 genel h\u00fck\u00fcmlere g\u00f6re tahsil edilecek.<\/p>\n\n\n\n<p><strong>Kanun teklifinden 5 madde \u00e7\u0131kar\u0131ld\u0131<\/strong><\/p>\n\n\n\n<p>AK Parti taraf\u0131ndan verilen \u00f6nergeler do\u011frultusunda tekliften 5 madde \u00e7\u0131kar\u0131ld\u0131, bir maddede ise de\u011fi\u015fiklik yap\u0131ld\u0131.<\/p>\n\n\n\n<p>\u00c7al\u0131\u015fma ve Sosyal G\u00fcvenlik Bakanl\u0131\u011f\u0131&#8217;n\u0131n ta\u015fra te\u015fkilat\u0131yla ilgili y\u00f6netmelik yetkisi, SGK ba\u015fvuru usulleri ve \u00f6zel istihdam b\u00fcrolar\u0131na ili\u015fkin baz\u0131 teknik h\u00fck\u00fcmler metinden \u00e7\u0131kar\u0131ld\u0131. Ayr\u0131ca gen\u00e7lik ve spor il m\u00fcd\u00fcrl\u00fcklerinde \u00e7al\u0131\u015fan personele \u00f6denecek fazla mesai \u00fccretinin hesaplanma y\u00f6ntemi netle\u015ftirildi.<\/p>\n\n\n\n<p>&#8220;\u0130\u015f ve i\u015f\u00e7i bulma h\u00fck\u00fcmlerine ayk\u0131r\u0131l\u0131k&#8221; d\u00fczenlemesine ayk\u0131r\u0131 hareket edenlere verilecek idari para cezas\u0131 i\u00e7in T\u00fcrkiye \u0130\u015f Kurumu ile \u0130lgili Baz\u0131 D\u00fczenlemeler Hakk\u0131nda Kanun&#8217;un &#8220;\u0130dari para cezalar\u0131&#8221; ba\u015fl\u0131kl\u0131 h\u00fckm\u00fcndeki tutarlar esas al\u0131nacak.<\/p>\n\n\n\n<p>\u0130\u015f Kanunu&#8217;ndaki &#8220;hafta tatili \u00fccreti&#8221; h\u00fckm\u00fcnde yap\u0131lan de\u011fi\u015fiklikle haftal\u0131k \u00e7al\u0131\u015fma s\u00fcresi ile hak kazan\u0131lan hafta tatili hakk\u0131 sakl\u0131 tutularak ve turizm sekt\u00f6r\u00fcnde ortaya \u00e7\u0131kan ihtiya\u00e7lar g\u00f6z \u00f6n\u00fcne al\u0131narak K\u00fclt\u00fcr ve Turizm Bakanl\u0131\u011f\u0131ndan turizm i\u015fletme belgeli konaklama tesislerinde \u00e7al\u0131\u015fan personel y\u00f6n\u00fcnden haftal\u0131k izinlerin haftada 1 g\u00fcn kullan\u0131laca\u011f\u0131na ili\u015fkin genel kurala istisna getirilecek.<\/p>\n\n\n\n<p>Buna g\u00f6re, K\u00fclt\u00fcr ve Turizm Bakanl\u0131\u011f\u0131 taraf\u0131ndan turizm i\u015fletmesi belgesi verilen konaklama tesislerinde \u00e7al\u0131\u015fan i\u015f\u00e7ilerin d\u00fczenleme kapsam\u0131nda hak kazand\u0131\u011f\u0131 hafta tatili, i\u015f\u00e7inin yaz\u0131l\u0131 talebi veya onay\u0131 ile hak kazand\u0131\u011f\u0131 g\u00fcn\u00fc takip eden 4 g\u00fcn i\u00e7inde kulland\u0131r\u0131labilecek.
