Feng h\u0131zl\u0131 tren projesinin g\u00fcvensizli\u011finin yan\u0131s\u0131ra ve bu konuda varolan\u00a0tutars\u0131z harcamalar ile ilgili soru i\u015faretleri oldu\u011funu vurgulam\u0131\u015ft\u0131.<\/p>\n<p style=\"text-align: justify;\">\u00c7in devleti tren yolu hatt\u0131na 106,53 milyar dolar (700 milyar yuan) ve h\u0131zl\u0131 tren projesine de 76 milyar dolar ay\u0131rd\u0131\u011f\u0131n\u0131 a\u00e7\u0131klam\u0131\u015ft\u0131. Oysa ki \u00fclkenin teknoloji ve e\u011fitim alan\u0131ndaki toplam b\u00fct\u00e7esi 60 milyar dolar.<\/p>\n<p style=\"text-align: justify;\">Feng y\u00fcksek h\u0131zl\u0131 tren projesinin ka\u011f\u0131t \u00fczerinde her km i\u00e7in mailiyetinin 15.2 milyon dolar oldu\u011funu ama ger\u00e7ekte bunun \u00e7ok \u00fczerinde bir harcama yap\u0131ld\u0131\u011f\u0131n\u0131 a\u00e7\u0131klad\u0131.<\/p>\n<p style=\"text-align: justify;\">Bu sebeple \u00fclkenin Demiryolu Bakanl\u0131\u011f\u0131 da birikmi\u015f bor\u00e7lar\u0131n\u0131n s\u0131k\u0131nt\u0131 yaratt\u0131\u011f\u0131n\u0131 a\u00e7\u0131klam\u0131\u015ft\u0131. Pekin-Tianjin demir yolu hatt\u0131 tamamlanan ilk h\u0131zl\u0131 tren hatt\u0131. Bu\u00a0tren hatt\u0131ndan\u00a0dolay\u0131 \u00fclkenin y\u0131ll\u0131k zarar\u0131 106 milyar dolar olmu\u015f ve bu g\u00fcne kadar faizle beraber 90 milyar dolar bir \u00f6deme yap\u0131lm\u0131\u015ft\u0131r.<\/p>\n<p style=\"text-align: justify;\">Ayr\u0131ca, bu hattaki fiyatlar\u0131n y\u00fcksekli\u011fi zaten ekonomik durumu hi\u00e7 de parlak olmayan ve \u00c7in\u2019de \u00e7ok b\u00fcy\u00fck bir \u00e7o\u011funlu\u011fu olu\u015fturan dar gelirli halk\u0131n bundan faydalanmas\u0131n\u0131 neredeyse imkans\u0131z hale getirmi\u015f ve halk bu noktada hayal k\u0131r\u0131kl\u0131\u011f\u0131na u\u011fram\u0131\u015ft\u0131r.<\/p>\n<p style=\"text-align: justify;\">Bir \u00c7in vatanda\u015f\u0131 internet \u00fczerinde ge\u00e7en ay yazd\u0131\u011f\u0131 bir yaz\u0131da, bu hatt\u0131n first-class (1. s\u0131n\u0131f ) kompartmanlar\u0131nda yer bulamad\u0131\u011f\u0131 i\u00e7in sat\u0131n ald\u0131\u011f\u0131 ikinci s\u0131n\u0131f kompartmanda sadece kendisinin seyahat etti\u011fini yazm\u0131\u015ft\u0131.<\/p>\n<p style=\"text-align: justify;\">Muazzam bir b\u00fct\u00e7e ile yap\u0131lan bu proje ve yine \u00c7in\u2019de bu proje ile ili\u015fkilendirilen gayrimenkul yat\u0131r\u0131mlar\u0131 yolsuzluk ve r\u00fc\u015fvet i\u00e7in \u00e7ok uygun bir zemin haz\u0131rlamaktad\u0131r.<\/p>\n<p style=\"text-align: justify;\">Ayn\u0131 zamanda zimmetine 120 milyar dolar para ge\u00e7irmek su\u00e7undan \u015fu anda hapiste olan eski Demir Yollar\u0131 Bakan\u0131 Liu Zhijun\u2019un b\u0131rakt\u0131\u011f\u0131 bor\u00e7 miras\u0131 da \u00f6denmeye devam etmektedir.<\/p>\n<p style=\"text-align: justify;\">Liu\u2019nun bakan oldu\u011fu d\u00f6nemde\u00a0 b\u00fcy\u00fck bir geni\u015fleme ya\u015fayan demir yolu hatt\u0131 gelecek y\u0131l 13.000km\u2019ye ula\u015facak.<\/p>\n<p style=\"text-align: justify;\">B\u00fct\u00fcn d\u00fcnyada, ( <a class=\"zem_slink\" title=\"Turkey\" href=\"http:\/\/maps.google.com\/maps?ll=39.9166666667,32.8333333333&amp;spn=10.0,10.0&amp;q=39.9166666667,32.8333333333 (Turkey)&amp;t=h\" rel=\"geolocation\">T\u00fcrkiye<\/a>\u2019yi bunun d\u0131\u015f\u0131nda b\u0131rak\u0131yorum ), h\u0131zl\u0131 tren projeleri yap\u0131s\u0131 ve teknolojisi gere\u011fi g\u00fcvenli olmas\u0131 a\u00e7\u0131s\u0131ndan, \u00e7ok yava\u015f ve sistemler defalarca test edilerek yap\u0131l\u0131rken, \u00c7in\u2019de bu yap\u0131m s\u00fcreci \u00e7ok b\u00fcy\u00fck bir h\u0131zla ilerlemekte ve bu konudaki standartlara uyulmamaktad\u0131r.<\/p>\n<p style=\"text-align: justify;\">&#8220;China Economic Weekly&#8221; de verilen bir deme\u00e7te projede \u00e7al\u0131\u015fan m\u00fchendislerden birisi \u201c Yap\u0131m \u00e7al\u0131\u015fmalar\u0131m\u0131z\u0131n kalitesi konusunda garanti veremeyiz\u201d demi\u015ftir.
