Yap\u0131lan bas\u0131n a\u00e7\u0131klamas\u0131nda devletin pek \u00e7ok biriminde g\u00f6rev yapan kurum hekimlerinin kendi i\u015f tan\u0131mlar\u0131 kapsam\u0131nda verdikleri hizmetlerin yan\u0131nda, kendi i\u015f tan\u0131mlar\u0131 i\u00e7erisinde bulunmayan pek \u00e7ok sa\u011fl\u0131k hizmetlerini verdiklerini, kurum g\u00f6revlisi olarak \u00e7al\u0131\u015ft\u0131klar\u0131 yerlere nakil yoluyla veya Sa\u011fl\u0131k Bakanl\u0131\u011f\u0131 taraf\u0131ndan mecburi hizmet kuras\u0131 ile ya da ge\u00e7ici g\u00f6rev ile atand\u0131klar\u0131n\u0131 ve maa\u015flar\u0131n\u0131 kurumlar\u0131ndan almalar\u0131na ra\u011fmen verdikleri sa\u011fl\u0131k hizmetlerini Sa\u011fl\u0131k Bakanl\u0131\u011f\u0131\u2019na bildirmekle y\u00fck\u00fcml\u00fc olduklar\u0131n\u0131 ama yine de Sa\u011fl\u0131k Bakanl\u0131\u011f\u0131 taraf\u0131ndan g\u00f6rmezden gelindiklerini bildirdiler.\u00a0 \u00dclkede, t\u00fcm hekim, di\u015f hekimi ve hem\u015firelere k\u0131yasla en d\u00fc\u015f\u00fck \u00fccreti ald\u0131klar\u0131n\u0131 ve yoksulluk s\u0131n\u0131r\u0131 atl\u0131nda olan bu \u00fccretlerde acilen bir d\u00fczeltme yap\u0131lmas\u0131n\u0131 istediler.<\/p>\n<p>Sa\u011fl\u0131k \u00e7al\u0131\u015fanlar\u0131na ek i\u015f yapma yasa\u011f\u0131 getirmek amac\u0131yla \u00e7\u0131kar\u0131lan \u201cTam G\u00fcn Yasas\u0131\u201dn\u0131n \u00f6n \u00e7al\u0131\u015fmalar\u0131 s\u0131ras\u0131nda da durum ve taleplerini bildirdiklerine dikkat \u00e7eken komisyon \u00fcyeleri, Sa\u011fl\u0131k ve Maliye Bakanl\u0131\u011f\u0131 b\u00fcrokratlar\u0131na, TBMM-Sa\u011fl\u0131k, Aile, \u00c7al\u0131\u015fma ve Sosyal \u0130\u015fler Komisyonu \u00fcyelerine ve hekim milletvekillerine tek tek giderek ma\u011fduriyetlerinden s\u00f6z ettiklerini ama b\u00fct\u00fcn u\u011fra\u015flar\u0131na ra\u011fmen Tam G\u00fcn Yasas\u0131\u2019nda kendileri i\u00e7in hi\u00e7bir iyile\u015fme yap\u0131lmad\u0131\u011f\u0131n\u0131, sadece \u201c\u0130\u015fyeri Hekimli\u011fi\u201d yapabilme imkan\u0131n\u0131n tan\u0131nd\u0131\u011f\u0131n\u0131 s\u00f6ylediler. Bu imkan\u0131n da kendileri i\u00e7in hi\u00e7bir \u015fekilde avantajl\u0131 olmad\u0131\u011f\u0131n\u0131n ve kendi \u00e7al\u0131\u015fma saatlerinin 9:00 ile 18:00 aras\u0131nda oldu\u011fu i\u00e7in pratikte uygulanabilir olmad\u0131\u011f\u0131n\u0131n ve buradan gelen ek gelirin de emeklili\u011fe yans\u0131t\u0131lmad\u0131\u011f\u0131n\u0131n alt\u0131n\u0131 \u00e7izdiler.<\/p>\n<p>\u201cTam G\u00fcn Yasas\u0131\u201d ile d\u00f6ner sermaye ek \u00f6demesi almad\u0131klar\u0131 gerek\u00e7esi ile T\u00fcrk Silahl\u0131 Kuvvetleri hekimlerine Sa\u011fl\u0131k Hizmeti tazminat\u0131 verildi\u011fini, Hudut ve Sahiller Genel M\u00fcd\u00fcrl\u00fc\u011f\u00fc\u2019nde \u00e7al\u0131\u015fan hekimlerin ek \u00f6demelerini %400\u2019lere kadar \u00e7\u0131kar\u0131ld\u0131\u011f\u0131n\u0131, Sa\u011fl\u0131k Bakanl\u0131\u011f\u0131 b\u00fcnyesinde\u00a0 \u00e7al\u0131\u015fan hekimlerin d\u00f6ner sermayelerinin bir b\u00f6l\u00fcm\u00fcn\u00fcn maa\u015flar\u0131na yans\u0131t\u0131l\u0131p bu miktar\u0131n emekliliklerine de nispi bir oranda yans\u0131t\u0131ld\u0131\u011f\u0131n\u0131 ama kurum hekimlerinin bu olanaklardan hi\u00e7birinden faydalanamad\u0131\u011f\u0131n\u0131 ve bu durumunda Anayasa\u2019n\u0131n \u201cE\u015fit i\u015fe e\u015fit \u00fccret\u201d ilkesi ile ba\u011fda\u015fmad\u0131\u011f\u0131n\u0131 dile getirdiler.<\/p>\n<p>Ayn\u0131 zamanda \u201cAile Hekimli\u011fi Uygulamas\u0131\u201dn\u0131n da kendilerine son derece olumsuz yans\u0131d\u0131\u011f\u0131n\u0131 s\u00f6yleyerek var olan mevzuata g\u00f6re kurumlar\u0131nda hekimlik yapabilmek, hasta muayene edip re\u00e7ete yazabilmek\u00a0 i\u00e7in kendilerinde aile hekimi olmalar\u0131n\u0131n istendi\u011fini, e\u011fer olmazlar ise re\u00e7etelerinin SGK taraf\u0131ndan \u00f6denmeyece\u011fini, bunu ret edip kendi kurumlar\u0131nda kalan meslekta\u015flar\u0131n\u0131n ise Aile Hekimli\u011fi yetki belgesi almazlarsa hekimliklerini yapamayacaklar\u0131n\u0131 ve bu durumda aile hekimlerinin yapt\u0131\u011f\u0131 t\u00fcm i\u015flerden sorumlu olup maa\u015flar\u0131nda da herhangi bir d\u00fczeltme yap\u0131lmayaca\u011f\u0131na dikkat \u00e7ektiler.
