S\u00fcr\u00fcc\u00fclerin kural ihlallerinde plakaya ceza yazman\u0131n kurallara riayette \u00e7ok \u00a0fazla art\u0131s\u0131n\u0131n olmad\u0131\u011f\u0131, tespit edilen kural ihlalinde s\u00fcr\u00fcc\u00fcn\u00fcn uyar\u0131lmas\u0131, ihlalin tekrar\u0131 halinde trafik cezas\u0131 yaz\u0131lmas\u0131 uygulamas\u0131na gidilece\u011fi bildirildi.<\/p>\n<p style=\"text-align: justify\">Emniyet Genel M\u00fcd\u00fcrl\u00fc\u011f\u00fc kural ihlallerinin \u00f6nlenebilmesi ve trafik denetimlerinden beklenen sonu\u00e7lar\u0131n al\u0131nabilmesi i\u00e7in bir genelge yay\u0131nlad\u0131. 81 il Emniyet\u2019ine g\u00f6nderilen genelgede Karayollar\u0131 Trafik Kanunu\u2019nun 116\u2019\u0131nc\u0131 maddesinin nas\u0131l uygulanmas\u0131 gerekti\u011fi anlat\u0131ld\u0131. Genelgede kural ihlali yapan s\u00fcr\u00fcc\u00fclere kanuni i\u015flem yap\u0131l\u0131rken kar\u015f\u0131la\u015facaklar\u0131 riskler konusunda bilgilendirme ve bi\u00e7imlendirme yap\u0131lmas\u0131n\u0131n yol kullan\u0131c\u0131lar\u0131 \u00fczerindeki etkisinin daha fazla oldu\u011funun g\u00f6z \u00f6n\u00fcnde bulundurulaca\u011f\u0131 ifade edildi. \u0130mkanlar dahilinde kural ihlali yapan s\u00fcr\u00fcc\u00fcn\u00fcn y\u00fcz\u00fcne kar\u015f\u0131 i\u015flem yap\u0131lmas\u0131na \u00f6nem verilmesi gerekti\u011fine dikkat \u00e7ekildi.\u00a0<\/p>\n<p style=\"text-align: justify\">Denetimdeki temel amac\u0131n ihlalde bulunan s\u00fcr\u00fcc\u00fclerin durdurularak, hatal\u0131 davran\u0131\u015ftan al\u0131konmak suretiyle, hem yap\u0131lan hatal\u0131 davran\u0131\u015flar\u0131n riskleri konusunda bilgilendirmek, hem de trafik kazalar\u0131n\u0131n \u00f6n\u00fcne ge\u00e7erek, trafik d\u00fczeni ve g\u00fcvenli\u011fini sa\u011flamak olmas\u0131 gerekti\u011fi belirtildi.<\/p>\n<p style=\"text-align: justify\">Ancak park yasa\u011f\u0131 ihlallerinde s\u00fcr\u00fcc\u00fcn\u00fcn arac\u0131n ba\u015f\u0131nda olmamas\u0131 foto\u011frafla tespit edilmesi halinde; seyir halinde ihlal edilen trafik kural\u0131n\u0131n bildirilmesi i\u00e7in arac\u0131n durdurulmas\u0131n\u0131n trafik g\u00fcvenli\u011fini tehlikeye sokaca\u011f\u0131 durumlarda; s\u00fcr\u00fcc\u00fcn\u00fcn \u2018\u2019dur\u2019\u2019 ihlaline ra\u011fmen seyre devam etmesi halinde; s\u00fcr\u00fcc\u00fcn\u00fcn trafik kural\u0131n\u0131 ihlal etti\u011finin teknik cihazlarla tespit edilmesi ve durdurulmas\u0131n\u0131n m\u00fcmk\u00fcn olmamas\u0131 halinde; zorunlu durumlarda \u00e7evirme ekibi bulundurmadan video kameral\u0131 radar ekipleri ile ba\u015fta h\u0131z olmak \u00fczere \u00e7e\u015fitli denetimlerin yap\u0131lmas\u0131 hallerinde kanunun 116. maddesine istinaden ihlalde bulunanlar\u0131n ara\u00e7 tescil plakas\u0131na g\u00f6re ceza i\u015flemi uygulanaca\u011f\u0131 belirtildi.<\/p>\n<p style=\"text-align: justify\">EGM Yapt\u0131\u011f\u0131 bu yeni d\u00fczenleme ile cezan\u0131n yap\u0131lan hatalar\u0131 telafi etmedi\u011fini, s\u00fcr\u00fcc\u00fclere yapt\u0131klar\u0131 hatalar\u0131n anlat\u0131lmas\u0131n\u0131n \u00e7ok daha \u00e7\u00f6zmc\u00fcl bir yolunu uygulamaya koydu.
