Yunanistan,  300 milyar Euro d\u0131\u015f borcu, y\u00fczde 13,6 b\u00fct\u00e7e a\u00e7\u0131\u011f\u0131 ve bor\u00e7lar\u0131n\u0131  \u00e7evirmekte ya\u015fad\u0131\u011f\u0131 s\u0131k\u0131nt\u0131lar nedeniyle tarihinin en a\u011f\u0131r finans  kriziyle bo\u011fu\u015fuyor. <\/a><\/p>\n<p><a> Yakla\u015f\u0131k 10 g\u00fcnd\u00fcr Atina&#8217;da m\u00fczakerelerde bulunan AB ve IMF  uzmanlar\u0131, Yunan h\u00fck\u00fcmetine &#8216;\u015fok \u00f6nlemler&#8217; i\u00e7eren 3 y\u0131ll\u0131k (2011-2013)  program\u0131 kabul etmesi i\u00e7in bask\u0131 uyguluyor. Uluslararas\u0131 piyasalar\u0131n  Yunanistan&#8217;a 10 y\u0131l vadeli krediyi y\u00fczde 9,75 faiz oran\u0131yla bor\u00e7  vereceklerinin anla\u015f\u0131lmas\u0131ndan sonra Atina&#8217;n\u0131n elindeki tek  alternatifin, AB ve IMF ile anla\u015fmak oldu\u011fu belirtiliyor. <\/a><\/p>\n<p><a> Almanya Ba\u015fbakan\u0131 Angela Merkel&#8217;in Yunanistan&#8217;a yard\u0131m konusunda  sergiledi\u011fi belirsiz tutumunu d\u00fcn olumlu y\u00f6nde netle\u015ftirmesi Atina&#8217;ya  rahat bir nefes ald\u0131rm\u0131\u015f olsa da, talep etti\u011fi kat\u0131 \u00f6nlemler  d\u00fc\u015f\u00fcnd\u00fcr\u00fcyor. <\/a><\/p>\n<p><a> MERKEL&#8217;\u0130N SE\u00c7MEN KAYGISI <\/a><\/p>\n<p><a> 9 May\u0131s&#8217;ta Kuzey Ren Vestfalya (NRW) Eyaleti&#8217;nde yap\u0131lacak se\u00e7imler  nedeniyle Almanlar\u0131n tepkisinden \u00e7ekinen Merkel, Atina&#8217;ya yap\u0131lacak  ekonomik yard\u0131ma &#8216;daha kat\u0131 \u00f6nlemler&#8217; al\u0131nmas\u0131 \u015fart\u0131yla, Euro&#8217;nun  itibar\u0131n\u0131n korunmas\u0131 ad\u0131na &#8216;evet&#8217; diyece\u011fini a\u00e7\u0131klad\u0131. Yunanistan&#8217;a  kar\u015f\u0131 tak\u0131nd\u0131\u011f\u0131 sert tutum nedeniyle AB liderleri taraf\u0131ndan ele\u015ftirilen  ve muhalefet partileri taraf\u0131ndan ise Almanya&#8217;n\u0131n \u00e7\u0131karlar\u0131na zarar  vermekle su\u00e7lanan Merkel, se\u00e7imlerden en az zararla \u00e7\u0131kman\u0131n hesab\u0131n\u0131  yap\u0131yor. Bu arada Ba\u015fbakan Yorgo Papandreu&#8217;nun d\u00fcn ak\u015fam Merkel ile  dramatik i\u00e7erikli bir telefon g\u00f6r\u00fc\u015fmesi yapt\u0131\u011f\u0131 belirtiliyor. &#8220;Daha  ba\u015fka \u00f6nlemler al\u0131n. Aksi takdirde yard\u0131m konusunda mutabakat sa\u011flamam  zor.&#8221; diyen Merkel&#8217;e Papandreu&#8217;nun &#8220;Yapamam. Ciddi toplumsal tepki var.  Yunan halk\u0131 daha ba\u015fka \u00f6nlemlere dayanmaz.&#8221; cevab\u0131n\u0131 verdi\u011fi ifade  ediliyor.<\/a><\/p>\n<p><a> Atina, 19 May\u0131s&#8217;ta vadesi dolan 9 milyar Euro&#8217;luk bor\u00e7 geri \u00f6deyecek  olmas\u0131 nedeniyle bu tarihten \u00f6nce AB ve IMF ile anla\u015fmak zorunda.  H\u00fck\u00fcmet kaynaklar\u0131na g\u00f6re, AB ve IMF ile s\u00fcren m\u00fczakereler gelecek hafta  sonu yap\u0131lacak anla\u015fma ile b\u00fcy\u00fck olas\u0131l\u0131kla tamamlanacak. Euro b\u00f6lgesi  \u00fclkelerinin Yunanistan&#8217;a aktaracaklar\u0131 kredilerin onay s\u00fcrecinin  gecikmesi nedeniyle ilk yard\u0131m\u0131n IMF&#8217;den gelmesi bekleniyor. Bu arada  Fransa, Hollanda, \u0130talya ve \u0130spanya h\u00fck\u00fcmetleri, Atina&#8217;ya verecekleri  kredilere dair onay s\u00fcrecini ba\u015flatt\u0131. <\/a><\/p>\n<p><a> A\u011eIR \u015eARTLAR KAR\u015eILI\u011eINDA KRED\u0130<\/a><\/p>\n<p><a> Yunanistan&#8217;\u0131n krizden \u00e7\u0131k\u0131\u015f i\u00e7in Ocak ay\u0131nda AB&#8217;ye sundu\u011fu Ekonomik  \u0130stikrar ve Kalk\u0131nma Program\u0131 rafa kald\u0131r\u0131l\u0131yor. Onun yerine daha sert  tedbirleri i\u00e7eren 3 y\u0131ll\u0131k yeni bir program \u00fczerindeki \u00e7al\u0131\u015fmalar AB ve  IMF ile  birlikte haz\u0131rlan\u0131yor. Bu programda yer alacak en radikal  \u00f6nlemler ise kamu ve \u00f6zel sekt\u00f6rde 13. ve 14. maa\u015f\u0131n (Paskalya ile yaz  tatili d\u00f6nemleri i\u00e7in verilen yar\u0131m\u015far maa\u015f) kald\u0131r\u0131lmas\u0131 bulunuyor.  Daha \u00f6nce h\u00fck\u00fcmetin bu iki maa\u015ftan y\u00fczde 30 oran\u0131nda yapt\u0131\u011f\u0131 kesinti  nedeniyle grevler h\u00e2l\u00e2 devam ediyor. Tamamen kesilmesi durumunda ise  tepkilerin artmas\u0131na kesin g\u00f6z\u00fcyle bak\u0131l\u0131yor. Kamu ve \u00f6zel sekt\u00f6rde  \u00f6deneklerin kesilmesi de d\u00fc\u015f\u00fcn\u00fclen uygulamalar aras\u0131nda.<\/a><\/p>\n<p><a> Yunan bas\u0131n-yay\u0131n organlar\u0131, IMF&#8217;nin ekonomik yard\u0131m i\u00e7in \u00f6nerdi\u011fi  \u015fartlar\u0131n Merkel&#8217;in d\u00fc\u015f\u00fcnd\u00fckleriyle \u00f6rt\u00fc\u015ft\u00fc\u011f\u00fcn\u00fcn alt\u0131n\u0131 \u00e7izdi. Ancak bu  \u015fekilde Merkel&#8217;in Eurogroup toplant\u0131s\u0131nda ikili bor\u00e7 verme  mekanizmas\u0131n\u0131n hayata ge\u00e7irilmesine ye\u015fil \u0131\u015f\u0131k yakaca\u011f\u0131 belirtiliyor.   Bu ba\u011flamda IMF ve Avrupa Merkez Bankas\u0131 ba\u015fkanlar\u0131, Merkel&#8217;le yar\u0131n  Berlin&#8217;de bir araya gelecek. <\/a><\/p>\n<p><a> Di\u011fer yandan Atina&#8217;dan bir t\u00fcrl\u00fc ger\u00e7ekle\u015ftiremedi\u011fi sosyal g\u00fcvenlik  reformunu tamamlamas\u0131 da isteniyor. Buna g\u00f6re emeklilik ya\u015f\u0131 65&#8217;ten  67&#8217;ye \u00e7\u0131kar\u0131lacak. Ayr\u0131ca y\u00fcksek emekli maa\u015flar\u0131na uygulanacak vergi  miktar\u0131 artt\u0131r\u0131lacak. <\/a><\/p>\n<p><a> Yunanistan&#8217;dan yap\u0131sal reformlar\u0131 h\u0131zl\u0131 \u015fekilde hayata ge\u00e7irmesi de  talep ediliyor. Kapat\u0131lan i\u015f ve hizmet kollar\u0131n\u0131n a\u00e7\u0131lmas\u0131, vergi  tahsili ile kamu maliyesinin kontrol mekanizmas\u0131n\u0131n birle\u015ftirilmesi,  b\u00fct\u00e7eden sa\u011fl\u0131k ve e\u011fitim sekt\u00f6r\u00fcne ayr\u0131lan kayna\u011f\u0131n k\u0131s\u0131lmas\u0131 gibi  uygulamalar \u00f6ncelikle ele al\u0131n\u0131yor.<\/a><\/p>\n<p><a> Yunan ekonomistler, h\u00fck\u00fcmetin AB ve IMF ile pazarl\u0131k ko\u015fullar\u0131n\u0131n  \u00e7ok s\u0131n\u0131rl\u0131 oldu\u011funa ve k\u0131rm\u0131z\u0131 \u00e7izgi \u00e7ekmesinin m\u00fcmk\u00fcn olmad\u0131\u011f\u0131na vurgu  yap\u0131yor.
