G\u00fcnlerdir beklenen detaylar bu g\u00fcn bizzat Ba\u015fbakan Erdo\u011fan taraf\u0131ndan tek tek a\u00e7\u0131kland\u0131. Bedelli askerlikten 30 ya\u015f\u0131ndan g\u00fcn alanlar\u0131n yararlanaca\u011f\u0131 ve\u00a0 \u00fccretinin de 30 bin TL olaca\u011f\u0131 belli oldu. \u00a0Bedelli askerlikten yararlanacaklar 21 g\u00fcnl\u00fck temel askerlik e\u011fitimini ise yapmayacaklar.<\/p>\n

Bedelli ve d\u00f6vizle askerlikle ilgili d\u00fczenlemelerle i\u00e7eren Askerlik Kanununda De\u011fi\u015fiklik Yap\u0131lmas\u0131na ili\u015fkin kanun tasar\u0131s\u0131 bu g\u00fcn, TBMM Ba\u015fkanl\u0131\u011f\u0131\u2019na sunuldu.<\/p>\n

\u00a0Ba\u015fbakan bedelli askerli\u011fin 9 y\u0131ld\u0131r AK Parti\u2019nin g\u00fcndeminde oldu\u011funu, ter\u00f6rle m\u00fccadelede zafiyete yol a\u00e7acak bir durumun olu\u015fmamas\u0131n\u0131 dikkate ald\u0131klar\u0131n\u0131, ilgili kurumlarla isti\u015fare yapt\u0131klar\u0131n\u0131 ve asker say\u0131lar\u0131n\u0131 dikkate ald\u0131klar\u0131n\u0131 vurgulad\u0131. Haz\u0131rlam\u0131\u015f olduklar\u0131 tasar\u0131n\u0131n uzun bir \u00f6n \u00e7al\u0131\u015fma sonucu oldu\u011funu da belirtti.<\/p>\n

Ba\u015fbakan, ‘Anayasan\u0131n 72. maddesi vatan hizmetinin her vatanda\u015f\u0131n hakk\u0131 oldu\u011fu ve d\u00f6vizle ve bedelle yap\u0131labilece\u011fi belirtilmi\u015f durumda. Bedelli daha \u00f6nce \u00fc\u00e7 kez uygulanm\u0131\u015f, 1999\u2019da bedelli askerlik Marmara Depremi\u2019nin yaralar\u0131n\u0131 sarmak amac\u0131yla \u00e7\u0131kar\u0131lm\u0131\u015f’ dedi.<\/p>\n

Konu\u015fmas\u0131nda \u2018\u2018Biz ise iki \u00f6nemli hedef g\u00f6zetiyoruz. Bakaya say\u0131s\u0131n\u0131n bedelli askerlikle azalt\u0131lmas\u0131n\u0131 \u00f6n g\u00f6r\u00fcyoruz. Bedelli askerlik kanunuyla \u00e7ok \u00f6nemli sosyal hizmetleri ger\u00e7ekle\u015ftirmeyi hedefliyoruz. Kanun tasar\u0131s\u0131na koydu\u011fumuz bir maddeyle bedelli askerlik geliri, \u015fehit yak\u0131nlar\u0131na, gazilere \u00f6z\u00fcrl\u00fclere muhta\u00e7 erba\u015f ve er aileleriyle TSK\u2019ya, Jandarma Genel Komutanl\u0131\u011f\u0131\u2019na ve emniyet hizmetlerine mensup vazife malullerine y\u00f6nelik sosyal hizmet faaliyetlerinin finansman\u0131na aktar\u0131yoruz. Hatta milli b\u00fct\u00e7eden, \u00f6z\u00fcrl\u00fclere y\u00f6nelik ay\u0131rd\u0131\u011f\u0131m\u0131z rakam\u0131 da art\u0131k bu fona aktaraca\u011f\u0131z. Burada \u00f6nemli bir ayr\u0131nt\u0131, \u00f6n g\u00f6rd\u00fc\u011f\u00fcm\u00fcz ya\u015f s\u0131n\u0131r\u0131yla, askerlik ve g\u00fcvenlik hizmetlerinin aksamas\u0131na asla izin vermiyoruz.\u2019\u2019 Dedi.<\/p>\n

Ba\u015fbakan d\u00f6vizle ilgili askerlikle ilgili d\u00fczenlemeleri de a\u00e7\u0131klad\u0131.<\/p>\n

TSK\u2019n\u0131n ihtiya\u00e7 duydu\u011fu erba\u015f ve er say\u0131s\u0131n\u0131 dikkate alarak d\u00fczenleme yapt\u0131klar\u0131n\u0131; oturma ve \u00e7al\u0131\u015fma iznine sahip i\u015f\u00e7i ve i\u015fveren s\u0131fat\u0131yla toplam en az 3 y\u0131l s\u00fcreyle fiilen yabanc\u0131 \u00fclkelerde bulunanlar 38 ya\u015f\u0131na kadar ba\u015fvurduklar\u0131 taktirde 5 bin 112 Euro, ba\u015fvurmayanlar ise 7 bin 668 Euro kar\u015f\u0131l\u0131\u011f\u0131nda bu hizmeti yerine getiriyorlard\u0131. 21 g\u00fcn de temel e\u011fitimi al\u0131yorlard\u0131. Haz\u0131rlanan yeni tasar\u0131yla, d\u00f6vizli askerlik hakk\u0131 kazananlar i\u00e7in 38 ya\u015f s\u0131n\u0131r\u0131 g\u00f6zetilmeksizin 10 bin Euro bedelle askerlik hizmetini yapma hakk\u0131 getiriliyor. 21 g\u00fcn olarak ald\u0131klar\u0131 temel e\u011fitim de kald\u0131r\u0131l\u0131yor.<\/p>\n

\u00a0Bedelli askerli\u011fin detaylar\u0131n da \u015fu \u015fekilde a\u00e7\u0131klad\u0131: Her ne sebeple olursa olsun fiili askerlik hizmetini yapmam\u0131\u015f ve 30 ya\u015f\u0131ndan g\u00fcn alm\u0131\u015f olanlar bu kanunun y\u00fcr\u00fcrl\u00fc\u011fe girdi\u011fi tarihten itibaren bedelli askerli\u011fe hak kazanacaklar.6 ay i\u00e7inde 30 bin lira \u00f6deyebilecekleri gibi, yar\u0131s\u0131n\u0131 ba\u015fvuru s\u0131ras\u0131nda, di\u011fer yar\u0131s\u0131n\u0131 da \u00a06 ay i\u00e7inde \u00f6deyerek bedelliden yaralanabilecekler. \u00a021 g\u00fcnl\u00fck temel askerlik e\u011fitimi de almayacaklar.<\/p>\n

\u00a0Ba\u015fbakan yapt\u0131\u011f\u0131 a\u00e7\u0131klamada \u2018vicdani ret\u2019 olarak adland\u0131r\u0131lan bir d\u00fczenlemenin hi\u00e7bir zaman g\u00fcndemde olmad\u0131\u011f\u0131n\u0131 da s\u00f6zlerine ekledi.<\/p>\n

\u00a0Milli Savunma Bakan\u0131 \u0130smet Y\u0131lmaz, bedelli askerlikten 460 bin \u00a0ki\u015finin yararlanabilece\u011fini ve bedelli askerlik i\u00e7in ikinci taksidi \u00f6demeyenin hakk\u0131n\u0131n yanaca\u011f\u0131n\u0131 s\u00f6yledi.<\/p>\n
