Toplant\u0131daki kararlar\u0131n hepsine \u015ferh koyduklar\u0131n\u0131 belirten Bilgin, al\u0131nan kararlar\u0131n hepsine kar\u015f\u0131 olduklar\u0131n\u0131, h\u00fck\u00fcmetin dayatmak istedi\u011fi kararlar\u0131n hakem kurulu arac\u0131l\u0131\u011fyla dayatt\u0131r\u0131ld\u0131\u011f\u0131n\u0131 s\u00f6yledi. KESK Ba\u015fkan\u0131 Lami Bilgin konu\u015fmas\u0131n\u0131 \u015f\u00f6yle s\u00fcrd\u00fcrd\u00fc:<\/p>\n<p style=\"text-align: justify;\">&#8220;4688 say\u0131l\u0131 yasa s\u00fcrecinde defalarca ifade ettik, h\u00fck\u00fcmet bilin\u00e7li ve kas\u0131tl\u0131 olarak toplu s\u00f6zle\u015fme kapsam\u0131n\u0131 daralttt\u0131.\u00a0 Ayn\u0131 zamanda taraflar\u0131n imza yetkisini en aza indirgedi. Bu yetmezmi\u015f gibi hakem kurulu gibi bir kurulun da birle\u015fiminden tutun i\u015fleyi\u015fine kadar vergi ihtiyac\u0131 \u00e7er\u00e7evesinde \u00f6ne \u00e7\u0131karmak suretiyle bu yasay\u0131 \u00e7o\u011funlu\u011fundan hareketle meclisten ge\u00e7irdi. Bu yasaya g\u00f6re 30 Nisan\u2019da ba\u015flayan toplu s\u00f6zle\u015fme s\u00fcrecinde ger\u00e7ek anlamda bir toplu s\u00f6zle\u015fme olmad\u0131\u011f\u0131n\u0131\u00a0ifade ettik. Yani kamu \u00e7al\u0131\u015fanlar\u0131n\u0131n ekonomik, sosyal, mesleki, \u00f6zl\u00fck ve demokratik yasal haklar\u0131 toplu s\u00f6zle\u015fme d\u00f6neminde ele al\u0131nmad\u0131. Bu g\u00fcn bile y\u00fczlerce hizmetli,\u00a0ek \u00f6demelerden tutun da unvan de\u011fi\u015fikliklerine kadar taleplerini bize ilettiler ve iletmeye devam ediyorlar. Ancak buradan onlara seslenmek istiyorum. Sizin hakl\u0131 talepleriniz\u00a0h\u00fck\u00fcmet taraf\u0131ndan hi\u00e7bir \u015fekilde toplu s\u00f6zle\u015fme masas\u0131na getirilmedi. \u00c7\u00fcnk\u00fc toplu s\u00f6zle\u015fme kapsam\u0131 d\u0131\u015f\u0131ndad\u0131r diye hep dan\u0131\u015fma kurullar\u0131na at\u0131lmak zorunda b\u0131rak\u0131ld\u0131.<\/p>\n<p style=\"text-align: justify;\">\u00d6zellikle bug\u00fcn itibariyle 5 g\u00fcnd\u00fcr devam eden \u00e7al\u0131\u015fmalarda \u015funu g\u00f6rd\u00fck. Hakem kurulu bile\u015feni itibariyle iradeye sahip de\u011fildir. Aynen bize \u015funu ifade ediyorlar h\u00fck\u00fcmetin teklifi d\u0131\u015f\u0131ndaki di\u011fer teklifleri de\u011ferlendirme ve karar alma yetisine sahip de\u011fildir. De\u011filiz. Bu irade\u00a0 h\u00fck\u00fcmetin g\u00f6stermesi gereken iradedir. Burdan hareketle hakem kurulunun verdi\u011fi karar yar\u0131ml\u0131k ya da bu\u00e7ukluk yakla\u015f\u0131m\u0131 hakem kurulu taraf\u0131ndan g\u00f6sterilmi\u015ftir. Bu karar bizim i\u00e7in kabul edilebilir de\u011fildir.\u00a0 Yani y\u00fczde 4 +4 \u00e7al\u0131\u015fanlar\u0131n ekonomik ihtiya\u00e7lar\u0131n\u0131 kar\u015f\u0131layan bir oran de\u011fildir. H\u00fck\u00fcmetin bize dayatmak istedi\u011fi tutum hakem kuruluna kayd\u0131r\u0131lm\u0131\u015ft\u0131r.\u2019<\/p>\n<p style=\"text-align: justify;\">Bilgin\u2019in konu\u015fmas\u0131 s\u0131k s\u0131k KESK\u2019e ba\u011fl\u0131 <em>memurlar\u0131n<\/em> sloganlar\u0131yla kesildi. &#8220;\u015eikeci hakem istemiyoruz, AKP\u2019ye teslim olmayaca\u011f\u0131z&#8221;\u00a0\u00a0gibi sloganlar at\u0131ld\u0131. Bilgin konu\u015fmas\u0131na \u015f\u00f6yle devam etti:<\/p>\n<p style=\"text-align: justify;\">&#8220;Kamu \u00e7al\u0131\u015fanlar\u0131n\u0131n 23 May\u0131s\u2019ta ortaya koydu\u011fu irade b\u00f6ylelikle hakem kurulu taraf\u0131ndan da g\u00f6rmemezlikten gelinmi\u015ftir. Her ne kadar g\u00f6rmemezlikten gelinse dahi biz KESK olarak kamu \u00e7al\u0131\u015fanlar\u0131n\u0131n taleplerine uygun bir \u015fekilde o g\u00f6r\u00fc\u015fme s\u00fcrecinde koymam\u0131z gerekenleri ortaya koyup gereken \u015ferhleri yapaca\u011f\u0131z.<\/p>\n<p style=\"text-align: justify;\">Hakem kurulunun \u00f6ne \u00e7\u0131kard\u0131\u011f\u0131 karar \u015fike karar\u0131d\u0131r. Bizim taraf\u0131m\u0131zdan kabul edilmeyecektir.&#8221;<\/p>\n<p style=\"text-align: justify;\">Eylem tutumlar\u0131n\u0131 s\u00fcrd\u00fcrecelerini belirten Bilgin \u015fu s\u00f6zlerle konu\u015fmas\u0131n\u0131 s\u00fcrd\u00fcrd\u00fc.<\/p>\n<p style=\"text-align: justify;\">&#8220;Bu yasa ile bize dayat\u0131lan ilk toplu s\u00f6zle\u015fme b\u00f6ylelikle kendili\u011finden ortadan kalkm\u0131\u015ft\u0131r. Yani ortada bir toplu s\u00f6zle\u015fme sistemi yok, sadece h\u00fck\u00fcmet taraf\u0131ndan kamu \u00e7al\u0131\u015fanlar\u0131na dayat\u0131lan bir oyun vard\u0131r.
