Bunun ard\u0131ndan gelen \u00e7al\u0131\u015fmalar sonucunda AKUT\u2019un yaratt\u0131\u011f\u0131 ikinci yarat\u0131c\u0131 vizyonun, Arama-Kurtarma gibi \u00e7ok karma\u015f\u0131k dallar\u0131 olan bir disiplinde, y\u00f6netim, planlama, lojistik, malzeme, finans, e\u011fitim ve haz\u0131rl\u0131kl\u0131 olman\u0131n \u00f6nemi ve gereklili\u011fi \u00fczerine yapt\u0131\u011f\u0131 \u00e7al\u0131\u015fmalar oldu\u011funu s\u00f6yleyen Mahruki, 1995 y\u0131l\u0131nda ba\u015flatt\u0131klar\u0131 arama \u00f6\u011frenme \u00e7al\u0131\u015fmalar\u0131 sonucunda da T\u00fcrkiye\u2019de \u00e7ok ciddi bir do\u011fal afet ve felaket potansiyelinin ortaya \u00e7\u0131kt\u0131\u011f\u0131n\u0131 ve 3. yarat\u0131c\u0131 vizyon olarak da T\u00fcrkiye\u2019de bulgulad\u0131klar\u0131 ciddi risk haritas\u0131 oldu\u011funu s\u00f6yledi. Bunu ilk bulgulad\u0131klar\u0131nda T\u00fcrkiye\u2019nin bu konuyu hi\u00e7 konu\u015fmad\u0131\u011f\u0131n\u0131 ve bu potansiyelin fark\u0131nda olunmad\u0131\u011f\u0131n\u0131 s\u00f6yleyen Mahruki, T\u00fcrkiye\u2019nin bu potansiyeli 1999 y\u0131l\u0131ndaki \u0130zmit depremi ile fark etmeye ba\u015flad\u0131\u011f\u0131n\u0131 dile getirdi.
