T\u00fcrkiye’deki yabanc\u0131lar\u0131n \u00e7al\u0131\u015fma izinleri yeniden d\u00fczenleniyor. H\u00fck\u00fcmetin TBMM\u2019ye sundu\u011fu \u2018Uluslararas\u0131 \u0130\u015fg\u00fcc\u00fc Kanunu Tasar\u0131s\u0131\u2019 \u00f6zellikle nitelikli yabanc\u0131 yat\u0131r\u0131mc\u0131lar ve nitelikli i\u015fg\u00fcc\u00fc a\u00e7\u0131s\u0131ndan T\u00fcrkiye\u2019nin \u00e7ekim merkezi olmas\u0131na katk\u0131 sa\u011flayacak. D\u00fczenleme ile \u00e7al\u0131\u015fma izinleri tek elden verilerek uygulama birli\u011fi sa\u011flanacak. Mevcut uygulamada yabanc\u0131 \u015firket ortaklar\u0131na T\u00fcrkiye\u2019de ba\u011f\u0131ms\u0131z \u00e7al\u0131\u015fma izni verilmiyordu. D\u00fczenleme ile kendi i\u015fini kuran yabanc\u0131lar i\u00e7in ba\u011f\u0131ms\u0131z \u00e7al\u0131\u015fma izni veriliyor. D\u00fczenlemenin en \u00f6nemli aya\u011f\u0131n\u0131 ise Turkuaz Kart sistemi olu\u015fturuyor. Yabanc\u0131lara e\u011fitim d\u00fczeyi, mesleki deneyimi, bilim ve teknolojiye katk\u0131s\u0131, \u00fclke ekonomisi ve istihdama etkisi dikkate al\u0131narak Turkuaz Kart verilecek. Turkuaz Kart ilk \u00fc\u00e7 y\u0131l ge\u00e7i\u015f s\u00fcresi olmak kayd\u0131 ile verilecek. Ge\u00e7i\u015f s\u00fcresini tamamlayanlara ba\u015fvurusu halinde s\u00fcresiz Turkuaz Kart verilecek. Turkuaz Kart\u0131 olan yabanc\u0131lar, se\u00e7me ve se\u00e7ilme hakk\u0131 ile askerlik d\u0131\u015f\u0131nda T\u00fcrk vatanda\u015flar\u0131n\u0131n sahip oldu\u011fu haklara sahip olacak. Ayr\u0131ca e\u015f ve bakmakla y\u00fck\u00fcml\u00fc oldu\u011fu \u00e7ocuklar\u0131na da ikamet hakk\u0131 verilecek.<\/p>\n

B\u00dcROKRAS\u0130 AZALACAK<\/strong>
\n\u00c7al\u0131\u015fma izni ile ilgili b\u00fcrokratik i\u015flemler de azal\u0131yor. Bu kapsamda, izin ba\u015fvurular\u0131 T\u00fcrkiye\u2019de \u00c7al\u0131\u015fma Bakanl\u0131\u011f\u0131na, yurt d\u0131\u015f\u0131nda ise T\u00fcrk b\u00fcy\u00fckel\u00e7ilikleri ve konsolosluklara yap\u0131labilecek. Al\u0131nan \u00e7al\u0131\u015fma izninin ge\u00e7erlilik s\u00fcresi ilk etapta bir y\u0131l olacak. \u0130kinci ba\u015fvuruda \u00e7al\u0131\u015fma izni iki y\u0131l ve sonraki uzatma ba\u015fvurular\u0131nda ise 3 y\u0131l olacak. T\u00fcrkiye\u2019de uzun d\u00f6nem ikamet izni veya en az 8 y\u0131l kanuni \u00e7al\u0131\u015fma izni alan yabanc\u0131lar s\u00fcresiz \u00e7al\u0131\u015fma iznine ba\u015fvurabilecek.<\/p>\n

\u0130\u015eTE YEN\u0130 D\u00dcZENLEMELER<\/strong>
\nSuriyeli doktora izin
\nSa\u011fl\u0131k Bakanl\u0131\u011f\u0131n\u0131n s\u00f6zle\u015fmeli doktor ve hem\u015fire \u00e7al\u0131\u015ft\u0131r\u0131lmas\u0131n\u0131n da \u00f6n\u00fc a\u00e7\u0131l\u0131yor. Mevcut uygulamada, eleman temininde g\u00fc\u00e7l\u00fck \u00e7ekilen yerlerde s\u00f6zle\u015fmeli personel \u00e7al\u0131\u015ft\u0131r\u0131labiliyordu. Ancak yeni tasar\u0131 ile s\u00f6zle\u015fmeli personelin T\u00fcrk vatanda\u015f\u0131 olmas\u0131 \u015fart\u0131 kald\u0131r\u0131l\u0131yor. Yasa \u00e7\u0131k\u0131nca, \u00f6zellikle Suriyeli doktor ve hem\u015fireler ba\u015fta do\u011fu ve G\u00fcneydo\u011fu olmak \u00fczere bo\u015f kadrolarda s\u00f6zle\u015fmeli olarak \u00e7al\u0131\u015fabilecekler.<\/p>\n

Yabanc\u0131 din adamlar\u0131 T\u00fcrkiye\u2019de \u00e7al\u0131\u015fabilecek<\/strong>
\nD\u00fczenleme ile kamu yarar\u0131na \u00e7al\u0131\u015facak yabanc\u0131lara \u00f6nemli bir ayr\u0131cal\u0131k tan\u0131n\u0131yor. Yabanc\u0131lar kamu yarar\u0131na \u00e7al\u0131\u015fan dernekler ile vergi muafiyeti tan\u0131nan vak\u0131flarda \u00e7al\u0131\u015fabilecek. Ayr\u0131ca T\u00fcrkiye\u2019de bulunan diplomatik temsilciliklere ba\u011fl\u0131 okul, k\u00fclt\u00fcr kurumu, din kurumu gibi birimlerde g\u00f6revli yabanc\u0131lara da \u00e7al\u0131\u015fma izni veriliyor.<\/p>\n

M\u00fcltecilerin \u00f6n\u00fcndeki engeller kald\u0131r\u0131l\u0131yor<\/strong>
\n\u015eartl\u0131 m\u00fclteci ve ge\u00e7ici koruma sa\u011flanan yabanc\u0131lara daha kolay \u00e7al\u0131\u015fma izni verilmesi de d\u00fczenleniyor. Ancak bu iznin verilmesi T\u00fcrkiye\u2019de mutlak kal\u0131\u015f hakk\u0131 sa\u011flamayacak. Ge\u00e7ici koruman\u0131n bakanlar kurulu karar\u0131 ile sonland\u0131r\u0131lmas\u0131 halinde \u00e7al\u0131\u015fma izni iptal edilecek.<\/p>\n

Bilim adam\u0131na kolayl\u0131k geliyor<\/strong>
\nTasar\u0131yla Uluslararas\u0131 \u0130\u015fg\u00fcc\u00fc Politikas\u0131 Dan\u0131\u015fma Kurulu olu\u015fturulacak. Yabanc\u0131 bilim adam\u0131 ve ara\u015ft\u0131rmac\u0131lar ile Ar-Ge personeline \u00e7al\u0131\u015fma izni verilmesinde de \u00f6nemli kolayl\u0131klar sa\u011flanacak.<\/p>\n

Yabanc\u0131 \u00f6\u011frenci para kazanacak<\/strong>
\nT\u00fcrkiye\u2019deki projelerde \u00e7al\u0131\u015facak yabanc\u0131 mimar ve m\u00fchendislerde aranan diploma denkli\u011fi ko\u015fulu kald\u0131r\u0131l\u0131yor. Bulundu\u011fu \u00fclkedeki diplomas\u0131n\u0131 getirmesi \u00e7al\u0131\u015fma izni i\u00e7in yeterli olacak. Tasar\u0131 ile ayr\u0131ca T\u00fcrkiye\u2019de y\u00fcksek \u00f6\u011fretim kurumlar\u0131nda okuyan yabanc\u0131 \u00f6\u011frenciler de izin alarak \u00e7al\u0131\u015fabilecek.<\/p>\n
