Soylu, TBMM Genel Kurulu\u2019nda milletvekillerini son g\u00fcnlerdeki geli\u015fmeler ve i\u00e7 g\u00fcvenlik konusunda bilgilendirdi. Soylu, ter\u00f6r\u00fcn uluslararas\u0131 bir sorun oldu\u011funu belirterek, ter\u00f6r\u00fcn \u015fekil ve bi\u00e7im de\u011fi\u015ftirdi\u011fini ifade etti. Soylu, \u201cD\u00fcnya 21. y\u00fczy\u0131la ter\u00f6r ve g\u00f6\u00e7 gibi sorunlar\u0131n g\u00f6lgesinde ad\u0131m atm\u0131\u015ft\u0131r. \u00d6zellikle Ortado\u011fu k\u00fcresel g\u00fc\u00e7ler taraf\u0131ndan ter\u00f6r\u00fc tecrit edilmi\u015f alanlar\u0131 gibi g\u00f6r\u00fclm\u00fc\u015f, burada palazlanmas\u0131na bir \u015fekilde ortam sa\u011flanm\u0131\u015ft\u0131r. Birinci ve \u0130kinci D\u00fcnya Sava\u015flar\u0131n\u0131 ekonomilerini d\u00fczeltici sava\u015f olarak de\u011ferlendiren d\u00fcnya, Ortado\u011fu’yu da ekonomilerini d\u00fczeltici b\u00f6lge olarak g\u00f6rme gibi k\u00fcresel bir yanl\u0131\u015f i\u00e7indedir\u201d ifadelerini kulland\u0131.<\/p>\n

Soylu, 21. y\u00fczy\u0131l\u0131n devlet sistemlerini tehdit eder hale gelen, demokrasi ve hukukun \u00fcst\u00fcnl\u00fc\u011f\u00fcn\u00fc kabul etmeyen yap\u0131n\u0131n s\u0131n\u0131r tan\u0131madan d\u00fcnyan\u0131n medeniyet seviyesine kar\u015f\u0131 ataklar\u0131na ba\u015flad\u0131\u011f\u0131n\u0131 s\u00f6yleyen Soylu, \u201cTer\u00f6r\u00fcn Halep\u2019teki insani yard\u0131mdan, Andrei Karlov suikast\u0131na kadar, Kayseri, Be\u015fikta\u015f ve Ortak\u00f6y patlamalar\u0131yla cevap vermesi karanl\u0131k arzular\u0131n yans\u0131mas\u0131d\u0131r. Ter\u00f6r bu ataklarla T\u00fcrkiye\u2019ye ekonomik zarar vermek istiyor, yerli ve yabanc\u0131 sermayeyi \u00fcrk\u00fctmeye \u00e7al\u0131\u015f\u0131yor, T\u00fcrkiye\u2019nin karde\u015fli\u011fine ve birli\u011fine zarar vermek istiyor. Ancak T\u00fcrkiye bu ataklara her seferinde kendi medeniyet kodlar\u0131yla, Anadolu\u2019nun medeniyet kodlar\u0131yla cevap vermi\u015ftir. 7 Haziran sonras\u0131 ba\u015flayan ter\u00f6r hadiselerine, Marmaray, Osmangazi K\u00f6pr\u00fcs\u00fc, 15 Temmuz, Yavuz Sultan Selim K\u00f6pr\u00fcs\u00fc ile Avrasya T\u00fcneli ile cevap vermi\u015ftir. Ter\u00f6r\u00fcn bu noktada T\u00fcrkiye\u2019yi 2023, 2053, 2071 hedeflerinden d\u00f6nd\u00fcrmesi m\u00fcmk\u00fcn olmayaca\u011f\u0131, verdi\u011fimiz bu cevaplarla \u00e7ok a\u00e7\u0131k ve nettir. T\u00fcrkiye verdi\u011fi bu cevaplar\u0131n yan\u0131 s\u0131ra emniyet g\u00fc\u00e7leriyle, polisiyle, jandarmas\u0131yla, g\u00fcvenlik korucular\u0131yla, T\u00fcrk Silahl\u0131 Kuvvetleri mensuplar\u0131yla ter\u00f6r\u00fc kayna\u011f\u0131nda yok etmek i\u00e7in yeni bir m\u00fccadele konsepti i\u00e7inde, devlet sorumlulu\u011fu i\u00e7inde, hukuk, demokrasi i\u00e7inde ter\u00f6rle m\u00fccadelesini s\u00fcrd\u00fcrmektedir\u201d \u015feklinde konu\u015ftu.<\/p>\n

Soylu, ter\u00f6r\u00fc tasfiye etme noktas\u0131na gelindi\u011fini kaydederek, \u201cPKK ile m\u00fccadelede girilemez denilen s\u00f6zde bar\u0131nma b\u00f6lgelerine girildi. Sadece son 3 ayda 5 bin 826 operasyon ger\u00e7ekle\u015ftirildi. Merkez ve ta\u015fradaki t\u00fcm birimlerimizle birlikte, tam bir koordinasyon i\u00e7inde ter\u00f6rle m\u00fccadeleyi y\u00fcr\u00fct\u00fcyor, operasyonlar\u0131m\u0131z\u0131 yap\u0131yoruz. K\u0131\u015f aylar\u0131nda ter\u00f6r\u00fc \u00e7aresiz b\u0131rakmak zorunday\u0131z diye yakla\u015f\u0131k 125 \u00fcs b\u00f6lgesinde operasyon planlad\u0131k ve 21 Kas\u0131m\u2019dan itibaren bu \u00fcs b\u00f6lgelerine evlatlar\u0131m\u0131z b\u00fcy\u00fck bir m\u00fccadeleyi ortaya koymaktad\u0131r. 2016 y\u0131l\u0131nda \u015fu ana kadar 57 b\u00f6lgede 85 operasyon yap\u0131ld\u0131. 2016 y\u0131l\u0131nda bu b\u00f6lgede tespit edilen 485\u2019i son \u00fc\u00e7 ayda, 805 s\u0131\u011f\u0131nak, bar\u0131nak kullan\u0131lmaz hale getirilmi\u015ftir. Ter\u00f6r \u00f6rg\u00fct\u00fcn\u00fcn k\u00f6y ve \u015fehir yap\u0131lanmalar\u0131nda faaliyet g\u00f6steren, yard\u0131m ve yatakl\u0131k yapan, lojistik ve eleman temin eden sivil toplum \u00f6rg\u00fctleri ve di\u011fer yap\u0131lanmalar\u0131n tamam\u0131na kar\u015f\u0131 operasyonlar yap\u0131larak, idari ve adli mercilere gerekli cezai yapt\u0131r\u0131mlar aynen uygulanmaya devam etmektedir\u201d dedi.<\/p>\n

Ter\u00f6rle m\u00fccadelede teknolojiyi kulland\u0131klar\u0131n\u0131 ifade eden Soylu, ter\u00f6r \u00f6rg\u00fctlerinin T\u00fcrkiye\u2019ye s\u0131zmas\u0131n\u0131 ve ka\u00e7ak\u00e7\u0131l\u0131\u011f\u0131n finansman\u0131n\u0131 \u00f6nlediklerini s\u00f6yledi. Soylu, \u201cEmniyet Genel M\u00fcd\u00fcrl\u00fc\u011f\u00fcm\u00fcz 264 bin 294, Jandarma Genel komutanl\u0131\u011f\u0131m\u0131z 138 bin 580, Sahil G\u00fcvenlik Komutanl\u0131\u011f\u0131m\u0131z 5 bin 233, 47 bin 354 g\u00fcvenlik korucusu, 18 bin 355 g\u00f6n\u00fcll\u00fc g\u00fcvenlik korucusu olmak \u00fczere toplam 65 bin 889 g\u00fcvenlik korucusu bulunmaktad\u0131r. Mart 20\u2019sinde yeni polislerimizin sahada olabilecek \u015fekilde, \u00f6zellikle FET\u00d6\u2019den ihra\u00e7 edilenlerin yerine, polis g\u00fcc\u00fcm\u00fcz\u00fc takviye etmek suretiyle zaman dilimini biraz daha geriye \u00e7ekip polis g\u00fcc\u00fcm\u00fcz\u00fc sahada takviye eden bir anlay\u0131\u015f ortaya koyduk. 13 bin 150 jandarma, 790 sahil g\u00fcvenlik, 733 bek\u00e7i ve g\u00fcvenlik korucular\u0131\u201d diye konu\u015ftu.
