Uluslararas\u0131 G\u00fcvenlik Yard\u0131m Kuvveti\u2019nin (ISAF) Afganistan\u2019a yard\u0131m amac\u0131yla olu\u015fturuldu\u011funu ifade eden I\u015f\u0131k, \u201cISAF Harek\u00e2t\u0131na NATO \u00fcyelerinin yan\u0131 s\u0131ra, d\u00fcnyan\u0131n d\u00f6rt bir k\u00f6\u015fesinden pek \u00e7ok \u00fclke de personel katk\u0131s\u0131nda bulunmu\u015ftur. T\u00fcrkiye Cumhuriyeti, tarihten gelen ba\u011flarla, dost ve karde\u015f oldu\u011fu Afgan halk\u0131 i\u00e7in T\u00fcrkiye B\u00fcy\u00fck Millet Meclisi\u2019nin 10 Ekim 2001 tarihinde ald\u0131\u011f\u0131 722 say\u0131l\u0131 kararla h\u00fck\u00fcmete verdi\u011fi yetki temelinde, en ba\u015f\u0131ndan itibaren ISAF harekat\u0131n\u0131n i\u00e7erisinde yer alm\u0131\u015ft\u0131r. Harekat\u0131n liderli\u011finin \u00fclkeler taraf\u0131ndan d\u00f6n\u00fc\u015f\u00fcml\u00fc olarak y\u00fcr\u00fct\u00fcld\u00fc\u011f\u00fc d\u00f6nemde, T\u00fcrkiye iki kez t\u00fcm harekat\u0131n liderli\u011fini \u00fcstlenmi\u015ftir. Harekat, b\u00f6lgelere ayr\u0131ld\u0131ktan sonra ise, \u00f6nce \u0130talya ve Fransa ile d\u00f6n\u00fc\u015f\u00fcml\u00fc olarak, bilahare 1 Kas\u0131m 2009 tarihinden 1 Ocak 2015 tarihine kadar tek ba\u015f\u0131na Kabil B\u00f6lge Komutanl\u0131\u011f\u0131 g\u00f6revini \u00fcstlenmi\u015ftir\u201d ifadelerini kulland\u0131.<\/p>\n<p>T\u00fcrkiye\u2019nin NATO\u2019nun misyonlar\u0131 kapsam\u0131nda 2000\u2019li y\u0131llarda da Afgan Ulusal Ordusu ve polisi i\u00e7in gerek Afganistan\u2019da gerek T\u00fcrkiye\u2019de \u00e7e\u015fitli seviyelerde ve farkl\u0131 konularda \u00e7ok say\u0131da e\u011fitim verdi\u011fini hat\u0131rlatan I\u015f\u0131k, \u201cAfganistan\u2019daki NATO E\u011fitim Misyonuna personel katk\u0131s\u0131nda bulunmu\u015f ve Kabil\u2019de Gazi Asker\u00ee E\u011fitim Merkezini kurmu\u015ftur. T\u00fcrkiye, katk\u0131lar\u0131n\u0131 sadece savunma ve g\u00fcvenlik alan\u0131yla s\u0131n\u0131rlamam\u0131\u015f, Afganistan\u2019da yeniden imar ve kalk\u0131nma faaliyetlerinde de bulunmu\u015ftur. Bu ama\u00e7la, biri Kabil\u2019e yak\u0131n olan Vardak vilayetinde, di\u011feri Cevizcan vilayetinde olmak \u00fczere iki adet B\u00f6lgesel \u0130mar Ekibi kurarak Afgan halk\u0131n\u0131n do\u011frudan yarar\u0131na olacak sulama, bay\u0131nd\u0131rl\u0131k, okul, hastane in\u015fas\u0131, kurs ve e\u011fitim faaliyetleri icra etmi\u015ftir. Bu zor d\u00f6neminde asker\u00ee, iktisad\u00ee, sosyal ve k\u00fclt\u00fcrel olmak \u00fczere, her alanda verdi\u011fimiz deste\u011fin Afgan halk\u0131n\u0131n g\u00f6nl\u00fcnde ayr\u0131 bir yeri olmu\u015ftur. Bu katk\u0131lar\u0131m\u0131z, Afganistan\u2019la tarihe dayanan ve zor zamanlar\u0131m\u0131zda birbirimize yard\u0131mc\u0131 olmay\u0131 gelenek haline getirdi\u011fimiz k\u00f6kl\u00fc ili\u015fkilerimizin do\u011fal bir neticesidir. Nitekim, T\u00fcrkiye-Afganistan-Pakistan aras\u0131nda \u00fc\u00e7l\u00fc i\u015fbirli\u011fi mekanizmas\u0131 olan Ankara s\u00fcreci, keza Afganistan odakl\u0131 b\u00f6lgesel i\u015fbirli\u011fini te\u015fvik etmek \u00fczere 2011 y\u0131l\u0131nda taraf\u0131m\u0131zdan Afganistan\u2019la birlikte ba\u015flat\u0131lan Asya\u2019n\u0131n Kalbi \/ \u0130stanbul s\u00fcreci bizim inisiyatiflerimizle ortaya \u00e7\u0131kan ve hala devam eden \u00e7ok tesirli giri\u015fimlerdir.
